Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned general-practitioner services for the Rotherham population under the local enhanced services programme. The work is associated with Brinsworth Medical Centre and is intended to enhance services delivered through the GP Framework rather than operate as a standalone service. Delivery is in Rotherham, South Yorkshire. The requirement covers locally enhanced healthcare services provided alongside existing primary care arrangements, with activity delivered to local patients. The buyer is NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider is Brinsworth Medical Centre, a small or medium-sized enterprise located in Brinsworth, Rotherham. The procurement is therefore relevant to GP practices and primary care providers able to deliver NHS local enhanced services in conjunction with a GP Framework contract.

The procurement has been awarded to Brinsworth Medical Centre through Provider Selection Regime direct award procedure B, without prior publication of a competition notice. The award is active and the contract was signed on 1 April 2026. The contract period runs from 1 April 2026 to 31 March 2027. The published contract value is £1, although payment is activity-based using local prices and the NHS Payment Scheme. Evaluation was based entirely on patient choice, with price given no weighting. The arrangement concerns an existing service and provider group, with participation dependent on meeting the contract and specification criteria and holding the relevant GP Framework contract. The award was made under the Health Care Services (Provider Selection Regime) Regulations 2023, rather than the Procurement Act 2023.

This award indicates demand for GP practices and primary care organisations that can provide locally enhanced NHS services as an integrated part of an existing GP Framework arrangement. A credible competitor would need the contractual standing and operational capacity to deliver the relevant enhanced services alongside core primary care, rather than offering an independent service in isolation. The buyer’s stated priority is patient choice, so providers should be able to demonstrate accessible, patient-focused delivery and the ability to support local patients in Rotherham. Commercial readiness also requires working to local activity-based prices and the nationally mandated NHS Payment Scheme. Existing NHS primary care delivery experience, suitable clinical governance, dependable workforce capacity and compliance with the service specification would be important when this requirement is next considered.

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
