Summary of the contracting process

The Department for Environment, Food and Rural Affairs and the Ministry of Justice are considering an apprenticeship learner management system. This is an information technology service covering the end-to-end management of apprenticeship activity: apprentice enrolment, apprenticeship provider management, learner tracking, performance monitoring, levy spend management, reporting, analytics, and apprenticeship completion and progression. The system would provide oversight of providers and learner progress, together with management information for both organisations. Delivery would support apprenticeship activity across Defra and the Ministry of Justice. This procurement is at the planning stage and the authorities are conducting preliminary market engagement through a request for information to inform delivery approaches, commercial models and the eventual procurement strategy. The expected contract is for services with an estimated value of £300,000 excluding VAT, or £360,000 including VAT. The buyer anticipates a contract running from 30 January 2027 to 29 January 2030, with a possible renewal or extension to 29 January 2031. The arrangement is expected to involve a framework agreement. The market engagement response is expected by 26 August 2026. The procurement is planned as one lot, with the lot currently in planning.

The work will suit suppliers of apprenticeship, learner or education management platforms, particularly businesses able to provide a configurable system covering enrolment, provider administration, learner records, progress tracking, performance oversight, levy management, reporting and analytics. Suppliers should be prepared to support completion and progression workflows and give public-sector users clear management information. The scale requires a platform capable of supporting approximately 1,800 active apprentices across the two organisations initially, with anticipated growth to between 5,000 and 6,000 learners during the contract period. The proposed solution would support approximately 1,800 active apprentices across both organisations, with anticipated growth to between 5,000 and 6,000 learners during the contract period, and provide effective oversight of apprenticeship providers, learner progress, and management information requirements. This engagement is being conducted through a Request for Information (RFI) and is intended solely to inform the Authorities' understanding of market capabilities, potential delivery approaches, commercial models, and procurement strategy.
