Summary of the contracting process

The Council of the Isles of Scilly sought ferry transport services for home-to-school travel for children and vulnerable adults on the Isles of Scilly. The requirement covered daily primary school return journeys between Tresco and Bryher; weekly secondary school journeys between Tresco and Bryher and St Mary’s, St Martin’s and St Mary’s, and St Agnes and St Mary’s; concessionary tickets for Adult Social Care; early years provision; and central support for children and young people. The work involved ferry transport and the hire of sea-going vessels with crew. Services were to be delivered across the Isles of Scilly, including Tresco, Bryher, St Mary’s, St Martin’s and St Agnes. The buying organisation was the Council of the Isles of Scilly.

The procurement reached tender: the Council invited offers through an open, below-threshold competition, with electronic submission allowed. It was divided into seven lots. The overall estimated value was £369,000 excluding VAT, or £442,800 including VAT. Individual lot values excluding VAT ranged from £16,500 to £90,000, with gross values ranging from £19,800 to £108,000. The intended contract period for every lot was 11 September 2026 to 30 August 2027, with an option to extend year by year for a total of three years, ending no later than 30 August 2029. The tender submission deadline was 9 September 2026 at 5pm. The evaluation basis was set out in the instructions for tenderers. The procurement was cancelled on 7 August 2026.

This opportunity suited small and medium-sized enterprises and voluntary, community or social enterprises based in the Isles of Scilly. It was relevant to ferry operators, marine transport businesses and vessel-hire companies able to provide sea-going vessels with crew for scheduled passenger journeys. Suppliers needed to support home-to-school travel for children, as well as transport arrangements connected with vulnerable adults, Adult Social Care and early years provision. The lots offered different operating profiles, from daily primary school return travel to weekly secondary school services, concessionary tickets and central support for children and young people. Businesses with vessels, crews and the operational capacity to provide dependable island-to-island passenger transport would have been well placed to assess the requirement. The procurement was cancelled, so it is not an opportunity to pursue in its published form.
