Summary of the contracting process

Network Rail Infrastructure Limited is currently in the planning stage of a public procurement process focused on the FLOW Standard GRP Modular Footbridge Components Programme. This initiative is aimed at engaging suppliers capable of delivering GRP structural systems and modular bridge solutions. Situated in London, the organisation is inviting responses that will aid in assessing market capabilities, innovation, and commercial viability. The procurement pertains to the goods category, specifically targeting structures and parts, and falls under a special regime for utilities. Prospective suppliers should note the upcoming milestone, with supplier participation responses due by 7th September 2026. The framework agreement anticipated from this engagement is expected to commence on 1st February 2027 and could potentially run till 30th January 2032, with a renewal option extending until 31st January 2034.

This procurement presents significant growth opportunities for businesses, especially those that specialise in GRP/FRP manufacturing and Tier 1 "Civils" organisations. It is particularly well-suited for SMEs and consortiums aiming to collaborate through supply chain arrangements. Respondents are encouraged to provide detailed submissions including case studies, product literature, and innovative proposals, enhancing their chances of contributing to the delivery of up to 10 to 15 standard footbridges. As Network Rail seeks to shape its future procurement based on market insights, participating businesses stand to gain insights into requirements and also potentially access a lucrative framework agreement with an estimated gross value of £18,480,000. This tender could catalyse business expansion by establishing long-term supplier relationships with a key public authority within the central government domain.
