Summary of the contracting process

Network Rail Infrastructure Limited is exploring a programme for standard modular footbridge components, including the design, manufacture and supply of glass-fibre-reinforced polymer (GRP) structural systems, modular bridge solutions and related products. The procurement is for goods and structural parts, supporting the manufacture of components for standard footbridges across the United Kingdom. The programme is intended to help Network Rail understand market capability, production capacity, innovation, risks and commercial considerations before deciding on any future procurement. It is expected to support approximately 10 to 15 standard footbridges, although actual demand will depend on the programme and the condition, maintenance and stewardship of the production moulds. This process is at the planning and preliminary market-engagement stage; it is not an invitation to tender. Network Rail expects to use a framework agreement under the utilities regime, with one planned lot that is identified as suitable for SMEs. The anticipated framework contract period is from 1 February 2027 to 30 January 2032, with a possible extension to 31 January 2034. The estimated value is £15.4 million excluding VAT, or £18.48 million including VAT. The buyer expects to publish the next notice by 20 October 2026. For the current market engagement, written questionnaire responses are expected within 30 calendar days of publication, with the stated response date of 7 September 2026. The buyer has corrected the engagement deadline to this date.

The engagement will suit manufacturers of GRP or fibre-reinforced polymer products, Tier 1 civil engineering organisations, consortiums and collaborative supply-chain arrangements. SMEs and businesses intending to participate through supply-chain partnerships are specifically encouraged to prepare. Relevant strengths include designing and manufacturing structural systems, producing modular bridge components, managing production moulds, and supplying products for infrastructure or rail environments. Businesses should be ready to evidence their capability, capacity, previous work and approach to innovation, risk and sustainability. Network Rail is seeking feedback from suppliers with relevant experience in the design, manufacture and supply of GRP structural systems, modular bridge solutions and related products. This engagement is being undertaken solely to improve Network Rail's understanding of market capability, capacity, innovation, risk and commercial considerations prior to any future procurement process. Network Rail anticipates that any future framework may operate for up to five years. Based on current assumptions, the opportunity is expected to support the manufacture of components for approximately 10 to 15 standard footbridges, with actual volumes dependent on programme demand and the ongoing condition, maintenance and stewardship of the production moulds. The figures provided are indicative only and do not represent a commitment to any minimum volume of work.

Interested organisations are invited to submit their responses and any supporting information within 30 calendar days of the publication date of this PME notice. Network Rail reserves the right to consider late submissions at its sole discretion; however, respondents are strongly encouraged to submit all information within the stated timeframe to ensure full consideration.
