Summary of the contracting process

Marlow Town Council is procuring grounds maintenance and related waste services for sites and public spaces in Marlow. The work covers four service areas: general grounds maintenance, cemetery maintenance, May Balfour Gardens maintenance, and waste management. General grounds maintenance includes grass cutting and trimming, hedges, verges, trees, shrubs, open spaces, paths and rights of way clearance, with occasional additional clearance and pruning. Cemetery services must maintain a respectful, inclusive space for reflection and remembrance. May Balfour Gardens must be maintained sensitively, protecting its peaceful character and minimising disruption to visitors. Waste services cover timely bin collection and appropriate waste management. The services are classified as parks and grounds maintenance, tree and hedge care, refuse collection and cemetery maintenance, delivered across Marlow.

The process has reached tender: Marlow Town Council invited offers through a below-threshold open competition. It has four lots: General Grounds Maintenance, Cemetery Maintenance, May Balfour Gardens Maintenance and Waste Management. The enquiry deadline was 22 September 2026 at 23:59, and tenders were due by 5 October 2026 at 12:00. Tenders had to be posted or hand delivered; electronic submission was not allowed. The contract period is 1 April 2027 to 31 March 2030, with two additional one-year extensions by mutual agreement, potentially to 31 March 2032. The estimated total value is £255,000 excluding VAT (£306,000 including VAT). Lot values excluding VAT are £150,000, £55,000, £30,000 and £20,000 respectively. Evaluation is 50% pricing, 30% capability and approach, and 20% social value.

This opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises able to provide grounds, horticultural, cemetery or waste services in Marlow. Suitable contractors should have relevant experience, qualified and experienced staff, and the operational capacity to deliver regular maintenance safely and reliably. Applicants for general grounds maintenance need to explain their approach to verges, open spaces, paths, biodiversity, tidiness, safety, performance monitoring and continuous improvement. Cemetery and garden specialists must demonstrate sensitive working, respect for visitors and remembrance spaces, and minimal disruption. Waste contractors must show timely collection, appropriate waste handling and reduced environmental impact. All bidders must set out how they will create social value through local employment, community benefits, local suppliers, biodiversity, carbon reduction or waste minimisation, with alignment to the Council’s strategy where appropriate.
