Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned Stag Medical Centre to provide locally enhanced healthcare services for the Rotherham population. The requirement is for general-practitioner services delivered alongside the provider’s existing GP Framework contract, rather than as a standalone service. The services are activity-based and paid using local prices aligned with the nationally mandated NHS Payment Scheme. Delivery is centred on Rotherham. The arrangement is intended to enhance existing GP Framework provision, so the provider must be able to integrate locally enhanced services with primary care activity and the wider requirements of the NHS commissioning arrangement. This is a healthcare services opportunity for GP practices and other providers with the relevant NHS primary-care infrastructure.

The contract was awarded to Stag Medical Centre by direct award procedure B under the Health Care Services (Provider Selection Regime) Regulations 2023, without a prior call for competition. The award decision was made by the Primary Care Delivery Group, and the procurement is complete. The award date was 1 April 2026, with the contract running from 1 April 2026 to 31 March 2027. The recorded contract value is £1, although the service description states that the overall contract value is unknown and that payment is based on activity delivered at relevant unit prices. One bid was recorded. Evaluation was based entirely on quality, weighted at 100%; cost carried a weighting of 0%. The award is active and the contract was signed on 1 April 2026.

This award demonstrates demand from NHS South Yorkshire Integrated Care Board for locally enhanced services that support the Rotherham population through existing GP provision. A credible future competitor would need to be an established GP provider, or work within a group able to hold and operate the relevant GP Framework contract. The key commercial capability is delivering enhanced services as an integrated part of primary care, with sufficient clinical capacity and operational systems to manage activity-based delivery and NHS reporting or payment requirements. The evaluation gives quality decisive importance, so evidence of safe, reliable clinical delivery, service integration and patient-focused performance would matter more than offering a lower price. Stag Medical Centre is recorded as an SME supplier, showing that this requirement can be delivered by a smaller practice-scale provider.

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
