Summary of the contracting process

Gloucestershire County Council is procuring occupational health counselling services for its workforce through a multi-supplier framework. The four service areas are structured counselling sessions in an occupational health workplace setting, delivered virtually and face to face; initial assessments to determine suitability for structured counselling; reflective practice, also known as reflective supervision, delivered virtually and face to face; and critical incident support for service users, also delivered virtually and face to face. The framework may also be used by Gloucester City Council, Gloucestershire Fire and Rescue Service, and schools, academies and other educational settings in the county as a traded service. The work is a counselling service requirement delivered for organisations in Gloucestershire and potentially across the county.

The procurement has reached tender: the council invited offers through a below-threshold open competition for a closed framework agreement, with contracts awarded without reopening competition. Bids may be submitted electronically through SAP Ariba. Enquiries were due by 13 August 2026 at 12:00, and offers by 1 September 2026 at 12:00. The framework is planned to run from 1 December 2026 to 30 November 2028, with an option for two further 12-month extensions, giving a possible end date of 30 November 2030. The estimated total value is £370,000 excluding VAT and £444,000 including VAT. Lot values excluding VAT are £120,000 for structured counselling, £80,000 for initial assessments, £120,000 for reflective practice and £50,000 for critical incident support. Each lot is scored 50% quality, 10% social value and 40% price.

This opportunity suits counselling and occupational health providers able to deliver structured counselling, suitability assessments, reflective supervision and critical incident support. Providers should be prepared to work in both virtual and face-to-face settings where required, and to support the workforce of the council and other participating public and educational organisations. The framework is intended for multiple suppliers, creating scope for organisations that can provide one or more of the defined service areas rather than necessarily covering the whole requirement. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable participants. Suppliers should be able to demonstrate strong service quality and meaningful social value, since these together account for 60% of the evaluation, alongside competitive pricing.
