Summary of the contracting process

Jisc is setting up a consultancy framework to bring in specialist external advisers for digital transformation, libraries, and research and innovation across UK non-profit organisations, including tertiary education providers, charities and funders. Consultants will work with Jisc’s own specialists to provide strategic and operational expertise, supporting the development and delivery of digital leadership, transformation, research and innovation initiatives. The work is divided into two areas: digital and organisational change across learning, teaching, student support, systems, data and infrastructure; and research and innovation, including research infrastructure, research management and scholarly communications. The services are intended to support Jisc members and their organisational development. Delivery is across the United Kingdom.

Jisc invited offers through an open competitive flexible procedure, with a two-stage assessment: competency and experience, followed by an interview. The framework has two lots, Digital Transformation and Research and Innovation. The enquiry deadline was 27 October 2026 at 12:00 UTC, and the offer deadline was 5 November 2026 at 12:00 UTC. The expected framework period for both lots runs from 1 March 2027 to 28 February 2030; the Digital Transformation lot has a maximum extent date of 7 February 2035. The stated value is £1 million excluding VAT (£1.2 million including VAT) for each lot. Stage 1 includes pass/fail checks on completeness, exclusions, participation conditions, and competency and experience. Framework call-offs may be direct awards or mini-competitions; project competitions typically assess technical quality and price, usually weighted 80% and 20%.

The opportunity suits consultancy businesses able to provide specialist advice to higher education, charities, funders and other non-profit organisations. Digital Transformation suppliers should have experience of organisational and digital change, strategy, planning, learning and teaching, student experience, systems, services, data and information management, digital leadership, capability and infrastructure. Research and Innovation suppliers should bring relevant expertise in digital and data research infrastructure, research management and scholarly communications, including work with publicly funded research and cross-sector partnerships. Jisc will assess suppliers’ competency and experience and interview shortlisted candidates using competency-based questions that require examples demonstrating capability and soft skills. Small and medium-sized enterprises and voluntary, community and social enterprises are considered suitable for both lots. Suppliers admitted to a lot may be invited to project competitions, where they must propose delivery that meets the project requirements, outcomes, budget and timescales.
