Summary of the contracting process

Associated British Ports (ABP) is procuring the design and construction of a multi-deck vehicle parking facility at the Port of Southampton. The works include the car park structure and associated civil engineering, utilities, drainage, highways, electrical, external and engineering design works. Delivery will take place in Southampton, within a live operational port environment. The requirement is for a Principal Contractor to deliver landside infrastructure and manage the construction interfaces around ongoing port operations. The procurement is classified as construction works, including car park building, road construction, drainage and structural work. ABP is the UK ports group acting as the buyer. The project therefore suits contractors able to deliver integrated building and infrastructure works rather than suppliers providing standalone materials or isolated services.

The process has reached tender: ABP has invited suppliers to participate through a selective, two-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 is a Conditions of Participation questionnaire (PSQ), followed by an Invitation to Tender for shortlisted applicants. PSQ responses were due by 1 September 2026 at 12:00 BST. The planned award period ends on 6 January 2027 at 23:59 UTC, and the contract period runs from 25 January 2027 to 1 May 2029. Electronic submissions in English are allowed through ABP’s procurement portal. Evaluation at the published stage is based entirely on quality, specifically questions relating to the Conditions of Participation. The estimated gross procurement value is recorded as £0, while the lot value is recorded as AED 0.

This opportunity suits an established principal contractor with the financial capacity, insurance, legal and regulatory compliance, data protection capability, and health, safety, environmental and quality management systems needed for a complex infrastructure project. Applicants must demonstrate technical capability and relevant experience delivering comparable building and infrastructure schemes of similar scale and complexity, particularly in operationally constrained environments. Strong programme management, stakeholder management and interface coordination are important because construction will take place in a live port. The requirement also favours businesses able to coordinate structural, civil engineering, utilities, drainage, highways, electrical and external works under one delivery model. Shortlisted suppliers will later be expected to submit detailed proposals, with scope for innovative solutions and value-driven outcomes.

Notice Title

Port of Southampton - Design & Construction of a Multi-Deck Car Park

Notice Description

Associated British Ports (ABP) is the UK's largest ports group, operating 21 ports across the UK and handling approximately one quarter of the nation's seaborne trade. ABP is seeking to appoint a suitably qualified and experienced Principal Contractor to deliver a landside infrastructure project at the Port of Southampton. The project comprises the construction of a multi-deck vehicle parking facility and associated infrastructure works, including civil engineering, utilities, drainage, highways, and external works. The works will be undertaken within a live operational environment and require strong programme, stakeholder, and interface management capabilities. ABP intends to procure the works through a Competitive Flexible Procedure under the Procurement Act 2023. The procurement will be conducted in two stages: 1. Conditions of Participation Stage (PSQ) 2. Invitation to Tender (ITT) Stage The Conditions of Participation stage will assess suppliers' capability, capacity, relevant experience, financial standing, health and safety arrangements, and overall suitability to deliver projects of a similar scale and complexity. Suppliers will be expected to demonstrate successful delivery of comparable building and infrastructure projects, particularly those undertaken within operationally constrained or complex environments. The PSQ documentation will be issued via the ABP procurement portal. Only suppliers meeting the Conditions of Participation requirements will be invited to participate in the ITT stage. This notice serves to notify the market of the commencement of the procurement process and invite interested suppliers to participate.
