Summary of the contracting process

North East Lincolnshire Borough Council is procuring an independent adult advocacy service for adults with health and social care needs in North East Lincolnshire. The service covers statutory advocacy under the Mental Health Act, including Independent Mental Health Advocacy (IMHA), statutory advocacy under the Mental Capacity Act, including Independent Mental Capacity Advocacy (IMCA), Care Act advocacy and non-statutory advocacy. It is intended to provide person-centred, accessible and responsive support, ensuring that people’s rights and views are represented across health, social care and related systems. This is a health and social work service delivered in North East Lincolnshire, with the council as the contracting authority. The opportunity is relevant to advocacy organisations and specialist health and social care providers able to deliver independent support to adults.

The procurement has reached tender: the council invited offers through an open procedure, with submissions made electronically through YORtender. Enquiries were due by 7 September 2026 at 16:00, and tender submissions were due by 14 September 2026 at 12:00 noon. The council planned to complete evaluation by 1 October 2026 at 23:59. The contract is scheduled to run from 1 February 2027 to 31 January 2030, with two optional 12-month extensions, potentially extending to 31 January 2032. The estimated value is £1,563,390 excluding VAT, or £1,876,068 including VAT. Evaluation is based on quality at 85% and cost at 15%, including service delivery, implementation, person-centred advocacy, accessibility, development, workforce, advocacy experience and social value.

This opportunity suits small and medium-sized enterprises and voluntary, community and social enterprises with established adult advocacy capability. Suppliers should be able to deliver independent IMHA, IMCA, Care Act and wider advocacy, while maintaining accessible, person-centred services for adults with health and social care needs. The selection requirements include passing checks on economic and financial standing, insurance, data protection, modern slavery and the Quality Performance Mark. Strong evidence will be important on implementation, service delivery, workforce development, service improvement, sustainability, accessibility and social value, because quality carries substantially more weight than cost in evaluation. Providers should also be able to manage changes arising from Mental Health Act reforms and the implementation of Liberty Protection Safeguards, where these affect service requirements.
