Summary of the contracting process

The Foreign, Commonwealth and Development Office is buying paint and non-paint consumables for the British High Commission in Nairobi, Kenya. This is a goods supply requirement covering materials listed in the pricing document, including paints, varnishes and mastics. The supplier will provide items when ordered by the Authority rather than supplying a fixed quantity in advance. Goods must be new, unused and compliant with the latest applicable models or standards, including recent design and manufacturing improvements unless the contract provides otherwise. Products must have at least three months’ shelf life from the manufacturer date and between nine and twelve months of useful life remaining when supplied. Delivery and supply activity will support the British High Commission’s operations in Nairobi.

The process has reached tender: the FCDO invited offers through an open competitive flexible procedure. The enquiry deadline was 26 August 2026 at 14:00, and tenders were due by 1 September 2026 at 14:00. The intended award decision date was 8 October 2026. The estimated value is £165,000 excluding VAT, or £191,400 including VAT, for one lot. Evaluation gives 60% to the technical score, including 10% social value, and 40% to the commercial score. The procedure may include initial tenders, post-tender clarification, negotiation with the highest-scoring tenderer and visits to supplier premises. The contract period is 1 November 2026 to 31 October 2029, with two optional one-year extensions allowing performance to continue until 31 October 2031.

This opportunity suits suppliers with established capability in sourcing and supplying paint and related consumables to order, while maintaining product quality, current standards and usable shelf life. Businesses should be able to provide the full range listed in the pricing documentation and support technical responses alongside commercial pricing. Selection requires satisfactory financial health, acceptance of FCDO terms and conditions, and declarations covering non-canvassing and collusion. Kenyan suppliers or businesses operating there will need to provide a PIN certificate, valid Tax Compliance Certificate, Certificate of Incorporation, Business Permit and WIBA insurance. Suppliers should also be prepared for clarification, possible negotiation and a premises site visit, and must submit the required tender letter, declarations and supporting qualification evidence.
