Summary of the contracting process

Royal Armouries Museum intends to procure reliable, efficient, auditable and cost-effective waste management services for its sites in Leeds and at Fort Nelson in Portsmouth. The service will cover general waste collection and disposal; dry mixed and segregated recycling; glass and food waste; and animal-waste skips for horse show events. It will also include supplying, delivering, maintaining and replacing bins, skips and other containers, with scheduled and ad hoc collections. The appointed provider will manage waste-transfer documentation and traceability, report volumes, recycling rates and disposal routes, and support waste reduction, segregation and improved recycling. This is a waste-related services contract, including refuse containers and skips, delivered by competent personnel in line with relevant legislation, health and safety standards and best practice.

This procurement is at the planning stage: the museum has announced its intention to procure but has not invited tenders. The planned contract is a single service requirement, with an initial term expected to run from 1 April 2027 to 31 March 2030 and optional extensions potentially continuing to 31 March 2032. The estimated total value is £322,000 including VAT, comprising £193,000 for the initial term and £129,000 for extensions. The museum is conducting preliminary market engagement on proposed requirements, including social value outcomes. Suppliers must request the questionnaire by 14 August 2026 at 12:00 and return completed responses by 23 August 2026 at 17:00. The engagement will inform the future tender, rather than constitute a bid invitation.

The planned service will suit established waste-management and recycling operators able to service locations in Leeds and Portsmouth, including event-related requirements at Fort Nelson. Relevant suppliers should be able to provide mixed waste, recycling, glass, food and animal-waste collection, containers, scheduled and responsive collections, compliant disposal, full waste-stream traceability and performance reporting. Preparation should include evidence of competent, suitably trained personnel, robust health and safety arrangements, and compliance with waste legislation and recognised good practice. The museum is proposing that social value accounts for 10% of quality evaluation. Suppliers are therefore likely to need measurable fair-work practices, workforce engagement and monitoring, fair pay above the applicable National Minimum or National Living Wage, and environmental initiatives supporting net zero, clean energy, green technologies, landfill-waste reduction and improved recycling.

Planning Information

The key purpose of this notice is to alert the market to the Tender and to flag the new social value criteria and outcomes that are being proposed for it, and thus to obtain feedback from suppliers. The social value outcomes that will form 10% of the quality evaluation criteria will consist of the following: 1.Fair work – Create and retain high quality jobs Suppliers will need to demonstrate that they are providing opportunities for, and measuring and monitoring of, staff workforce conditions over time, including employee engagement, involvement in decision-making and satisfaction and adapting to any changes in the results, with clear processes for acting on issues identified 2.Fair work - Fair pay practices Suppliers will need to demonstrate that they provide payment of more than the National Minimum Wage or National Living Wage (as appropriate) to the contract workforce. 3.Sustainable Procurement practices- Deliver additional environmental benefits in the performance of the contract, including working towards net zero greenhouse gas emissions and use of clean energy and green technologies Suppliers will need to demonstrate green initiatives, support client goal for reduction in landfill waste, additional environmental benefits in the performance of the contract.
