Summary of the contracting process

The Council of the Borough of Kirklees is in the planning stage of a procurement process titled "Provision of Dog Kennelling Facilities and Related Services," classified under the dog kennel services industry category. This initiative is located in Huddersfield, UK, and is linked to the Greenspace Action Team (GAT) to ensure the welfare of stray dogs. Interested kennelling providers are encouraged to participate in preliminary market engagement by expressing their interest via email by 24th August 2026. This preliminary phase will help shape a more detailed tender, expected to be officially advertised on 1st November 2026, with services anticipated to commence on 1st April 2027. The contract period extends through 31st March 2029, with a possibility of renewal up to 2031.

This procurement process offers potential business growth for experienced kennelling service providers who can deliver licensed and welfare-compliant dog kennelling facilities. The opportunity is particularly advantageous for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) due to its suitable contract size and requirements. Businesses that can ensure secure and humane treatment of animals while effectively integrating with council objectives will find this opportunity appealing. Participation in this tender can expand service portfolios and establish partnerships with local government, increasing market presence and expertise in the public procurement sphere.

Notice Title

Provision of Dog Kennelling Facilities and Related Services

Notice Description

The Kirklees Council Greenspace Action Team (GAT) seeks an experienced kennelling provider, or providers, who will ensure that all stray dogs collected by, or on behalf of the Council are accommodated in safe, secure, licensed and welfare-compliant kennelling facilities whilst every reasonable effort is made to reunite the dogs with their owners.

Planning Information

The Council wishes to understand the interest, capacity and service provision of kennels both within and outside of the Kirklees district that could provide the Council with dog kennelling services. This will ensure that the Council can meet its statutory responsibilities and support its animal welfare and rehoming objectives for stray dogs. The Council regards input and feedback from kennels as vital to the development of a tender opportunity that is straight forward, realistic and appealing to bidders. To express an interest and to inform us that you are happy to be contacted as part of this preliminary market engagement (PME), please email straydogs@kirklees.gov.uk All expressions of interest must be received by midnight on Monday 24th August 2026. Once expressions of interest have been received, the Council will contact interested parties individually and agree the best way to engage; for example, a TEAMS meeting, phone call, visit in person or completion of a simple questionnaire. All information gathered will assist in the development of the specification, evaluation criteria, pricing structure and contract award options that will form part of this forthcoming tender. It is intended that this opportunity to tender will be advertised on the Atamis platform. If you are not yet registered with Atamis we recommend you do so. You can register here: https://ypo2.my.site.com/s/Welcome If you need any advice about registering, please let us know in your expression of interest email. Please note the Council reserves the right to discontinue any discussions or tender procedures at any time and is not liable for any costs incurred or associated with participating in this PME exercise.
