The Council of the Borough of Kirklees intends to procure dog kennelling facilities and related services for stray dogs collected by, or on behalf of, the Council. The service will provide safe, secure, licensed and welfare-compliant accommodation while reasonable efforts are made to reunite dogs with their owners. It will support the Council’s statutory responsibilities and its animal welfare and rehoming objectives. The requirement is led by the Kirklees Council Greenspace Action Team and is classified as dog kennel services. Delivery will take place in Kirklees, with the Council seeking interest from kennels within and outside the Kirklees district. This procurement is at the planning stage and is not yet an invitation to tender. The Council is conducting preliminary market engagement to understand kennel interest, capacity and existing service provision, and expects to advertise a tender on 1 November 2026. Expressions of interest for the engagement are expected by midnight on 24 August 2026. The planned procurement has one lot, with an estimated gross value of £200,000. The planned contract period is 1 April 2027 to 31 March 2029, with renewal provision allowing the maximum term to extend to 31 March 2031. The engagement will inform the future specification, evaluation criteria, pricing structure and contract award options.

This will suit experienced commercial kennelling providers, including small and medium-sized enterprises and voluntary, community or social enterprises. Suitable suppliers will need the capacity to accommodate stray dogs and provide facilities that are safe, secure, licensed and compliant with animal-welfare requirements. Providers operating inside or outside Kirklees may be relevant, so businesses with appropriate local, regional or wider coverage should consider preparing. The Council is specifically seeking evidence of available capacity, current service provision and practical delivery models. Early engagement may help providers understand and influence a future specification, pricing structure, evaluation approach and award model. Suppliers should prepare details of their kennel facilities, licensing, welfare arrangements, operating capacity and experience before the planned tender is advertised.

The Kirklees Council Greenspace Action Team (GAT) seeks an experienced kennelling provider, or providers, who will ensure that all stray dogs collected by, or on behalf of the Council are accommodated in safe, secure, licensed and welfare-compliant kennelling facilities whilst every reasonable effort is made to reunite the dogs with their owners.

Planning Information

The Council wishes to understand the interest, capacity and service provision of kennels both within and outside of the Kirklees district that could provide the Council with dog kennelling services. This will ensure that the Council can meet its statutory responsibilities and support its animal welfare and rehoming objectives for stray dogs. The Council regards input and feedback from kennels as vital to the development of a tender opportunity that is straight forward, realistic and appealing to bidders.
