Westminster City Council is planning to procure a housebuilder warranty and insurance policy for the 291 Harrow Road development in London. The Council expects the next notice around 1 October 2026. The anticipated contract period is 1 April 2027 to 31 December 2034. The estimated value is £560,000 excluding VAT, or £6,720,000 including VAT. There is one lot, and the contract is expected to run for 12 years including the two-year defects liability period.

The work is suited to insurers, warranty providers and specialist providers of new-build housebuilder warranty products with the capacity to cover a major residential development. Relevant capability includes construction-period insurance, structural warranty provision, purchaser deposit protection and claims support extending beyond practical completion. Suppliers should be able to accommodate mixed-tenure schemes containing private sale and social rent homes, and understand warranty arrangements for a private-sale block attached to an existing insured building. Experience supporting developments with overseas purchasers is important, as is the ability to provide policy terms covering both UK and international buyers. Small and medium-sized businesses are identified as suitable for the requirement. The market engagement is intended to help shape the eventual tender.
