Summary of the contracting process

North Tyneside Borough Council is seeking a supplier to provide and manage large-format out-of-home advertising at the North Shields Transport Hub screen. The work covers selling advertising space, operating and maintaining the screen, and reporting on activity. The digital screen is already installed and operational, with the Council having funded its capital and installation costs; the supplier is not required to fund equipment installation. The Council’s aims are to generate revenue, improve the public realm and deliver measurable environmental and community benefits through a high-quality, innovative and sustainable advertising service. The screen is at the transport hub in North Shields, a high-footfall site serving commuters and visitors. This is an advertising and marketing services opportunity.

The Council invited tenders through an open competition for this below-threshold concession contract. Suppliers could submit bids electronically. The deadline for enquiries was 30 October 2026 at 23:59, and the tender submission deadline was 6 November 2026 at 12:00. The contract period is five years, from 1 January 2027 to 31 December 2031. The stated gross value is £60,000. The procurement is divided into one lot. Bids are assessed against set criteria and a scoring methodology in the tender documents; responses to methodology statements are scored from 0 to 10 at a pre-arranged evaluation meeting. The Council anticipates quarterly payments in arrears, within 30 days of invoice, unless the contract award specifies otherwise. The detailed terms may include termination and break clauses.

This opportunity is suited to advertising operators able to sell space on a digital out-of-home screen and manage its day-to-day operation, maintenance and reporting. Suppliers should be capable of developing and delivering advertising activity for a busy transport location, with visibility to commuters and visitors, and of demonstrating how their approach can support revenue generation alongside public-realm improvements and measurable environmental and community benefits. The Council seeks an innovative and sustainable solution. Small and medium-sized businesses are considered suitable to compete. The existing operational screen and Council-funded installation mean the supplier’s role centres on commercial management and service delivery rather than financing or installing the asset. The successful supplier will need to accommodate quarterly invoicing arrangements and the contract’s detailed terms, which may provide for termination or break clauses.
