Summary of the contracting process

Wallingford Town Council, working with Historic England, is commissioning archaeological and heritage consultancy services for nationally important Scheduled Monuments in public parks in Wallingford, Oxfordshire. The work covers Wallingford Town Walls, the Saxon burh town defences, Wallingford Castle and the Motte. The appointed consultant will assess the monuments, prepare an Archaeological Management Plan and produce a clear, costed specification for a later works programme. The purpose is to support conservation measures addressing erosion, vegetation and shrub growth, unstable trees, buried archaeology and the historic character of the sites. The lead project manager must be an experienced archaeologist who is, or works within, a Registered Organisation of the Chartered Institute for Archaeologists and must follow CIfA standards and guidance. Bidders need to assemble suitably qualified and experienced personnel, potentially including archaeologists, ecologists, conservation-accredited or suitably experienced structural engineers, foresters and a landscape architect. The landscape role includes proposals for restoring the Motte to open parkland, stabilising earthworks and preventing erosion. Subcontractors are permitted but must be qualified, experienced and monitored. Key staff CVs and comparable scheduled monument or heritage project examples are required, alongside £5 million employers’ liability, £1 million public liability and £1 million professional indemnity insurance.

Wallingford Town Council, working in partnership with Historic England, seeks a suitably qualified archaeological and heritage consultant to prepare an Archaeological Management Plan and a costed specification for HE1 capital works across the Scheduled Monuments within the Council's public parks in Wallingford, Oxfordshire. The sites covered are the Wallingford Town Walls, the Saxon burh (town) defences, and Wallingford Castle and the Motte. These are nationally important Scheduled Monuments, and elements of the Town Walls are recorded on the Heritage at Risk Register. The work is intended to inform and enable future conservation works, including measures to limit erosion, manage vegetation and shrub coverage, and address unstable trees, while protecting buried archaeology and the historic character of the sites. The appointed consultant will be expected to assess the monuments, set out a management approach, and produce a clear, costed specification suitable to inform a subsequent, separately procured works programme.
