Summary of the contracting process

Wallingford Town Council is inviting tenders for the "PA2 - Archaeological Management Plan & HE1 Works Specification" project focused on the Scheduled Monuments within Wallingford's public parks in Oxfordshire. This tender, initiated on 7th August 2026, seeks services in the archaeological and heritage consulting industry to develop an Archaeological Management Plan and a costed specification for capital works alongside Historic England. The procurement is open and involves the preparation of management strategies for monuments such as the Wallingford Town Walls and Wallingford Castle, under a legally grounded schedule, allowing for electronic submissions until 2nd October 2026. These monuments are part of Wallingford's rich historical heritage, offering opportunities to work in various UK regions, with key engagement from professionals adhering to the Chartered Institute for Archaeologists' standards.

This tender represents a notable business opportunity for firms specialising in archaeological services and historical preservation, particularly those experienced with heritage sites listed on the Heritage at Risk Register. SMEs can find potential growth through this procurement, which requires assembling a qualified team, including sub-contractors in archaeology, ecology, conservation engineering, and forestry, to deliver comprehensive management plans. The contract period from 1st November 2026 to 28th February 2027, alongside a budgeted value of £40,000, provides substantial chances for organisations with robust heritage service portfolios to expand their reputation and capability in managing and preserving historically significant sites.

Notice Title

PA2 - Archaeological Management Plan & HE1 Works Specification, Wallingford Scheduled Monuments

Notice Description

Wallingford Town Council, working in partnership with Historic England, seeks a suitably qualified archaeological and heritage consultant to prepare an Archaeological Management Plan and a costed specification for HE1 capital works across the Scheduled Monuments within the Council's public parks in Wallingford, Oxfordshire. The sites covered are the Wallingford Town Walls, the Saxon burh (town) defences, and Wallingford Castle and the Motte. These are nationally important Scheduled Monuments, and elements of the Town Walls are recorded on the Heritage at Risk Register. The work is intended to inform and enable future conservation works, including measures to limit erosion, manage vegetation and shrub coverage, and address unstable trees, while protecting buried archaeology and the historic character of the sites. The appointed consultant will be expected to assess the monuments, set out a management approach, and produce a clear, costed specification suitable to inform a subsequent, separately procured works programme. The full brief, scope of works, form of response and pricing schedule are provided in the PA2 Tender Brief and its appendices, which tenderers should read in full before submitting.
