Summary of the contracting process

The MILL Academy is procuring a full, daily managed ICT service for its entire Trust-wide ICT infrastructure. The successful contractor will provide end-to-end management, technical support, development and ongoing service improvement for pupils, staff, visitors and the local community across the Trust’s three school sites. The requirement covers the complete ICT environment rather than isolated support functions, so it is aimed at providers able to take responsibility for the full service cycle. The Trust currently has two onsite technical support staff, and the service will support more than 1,200 pupils across the schools. The procurement is for computer-related services, with The MILL Academy as the buying organisation and Minerva Procurement Consultancy Services Limited managing the process.

The procurement has reached tender: The MILL Academy invited suppliers to submit a Procurement Specific Questionnaire under a selective competitive flexible procedure. Up to five suppliers will be shortlisted for the Invitation to Tender, with the three highest-scoring bidders envisaged for presentation day. Enquiries close at 17:00 on 18 August 2026 and expressions of interest are due by 17:00 on 8 September 2026. The contract is planned to run from 1 March 2027 to 28 February 2030, with two optional 12-month extensions available until 28 February 2032. Its estimated value is £425,000 excluding VAT, or £510,000 including VAT. Evaluation is weighted 65% quality and 35% price. The award process is scheduled to conclude by 20 January 2027.

This opportunity suits established managed service providers with the capacity to deliver a complete ICT service across three school sites, rather than businesses offering only ad hoc technical support or a single specialist component. Bidders should be able to manage, support and develop the Trust’s whole ICT infrastructure while maintaining a consistently high service for education users. Relevant operational experience in supporting schools, trusts or similarly distributed organisations would be well aligned with the requirement. The incoming contractor should also be prepared to manage the employment implications of the service: TUPE is expected to apply to one of the two existing ICT staff, and one ICT employee is a member of the Local Government Pension Scheme. Suppliers need the resources and expertise to absorb these responsibilities alongside service delivery.

Notice Description

The MILL Academy is currently out to tender for the provision of a full daily ICT Managed service. The Contractor will be responsible for the provision of a full Trust ICT service for the pupils and staff at their three (3) school sites. The Trust requires a Contractor to undertake the ICT Managed Service in accordance with good practice so as to provide a high service standard throughout the Trust for the benefit of school staff and pupils, the local community and any visitors to the sites. There are currently three (3) schools within the Trust in various locations. The schools currently receive onsite technical support from two (2) members of staff. There are over 1200 pupils on roll across all sites for the academic year 2026/27. TUPE is expected to apply to one (1) of the two (2) staff, details of which can be found in the tender documentation. There is one (1) employee in the ICT team that is a member of the Local Government Pension Scheme and all details are in the tender documentation. The Trust is inviting suppliers to tender for the supply of management and support for its entire ICT infrastructure. Only suppliers who are able to manage the complete cycle of support and management of all of the school's ICT infrastructure, and can provide excellent support, development and management thereafter, should express an interest in the opportunity.
