Summary of the contracting process

Sheffield City Council and South Yorkshire Integrated Care Board are jointly commissioning health services for Sheffield’s Experts at Hand offer. The procurement covers two services: Speech and Language Therapy, including speech, language and communication needs support, and Occupational Therapy. Providers will deliver locality-based universal and targeted advice, support and interventions to mainstream primary and secondary education settings for children and young people under 16, excluding specialist schools. The work will also support children, young people and families and form part of a multi-disciplinary model with Educational Psychology, Specialist Teachers and wider special educational needs and disabilities support. Delivery is in Sheffield. The services are intended to strengthen the wider SEND and therapy system through integrated support in education settings.

The process has reached tender: the councils invited offers through a competitive procedure under the Provider Selection Regime, using an accelerated open procedure for this light-touch service. The contract period is 28 September 2026 to 31 August 2027, with an option to extend by up to two years on a one-year-plus-one-year basis, subject to grant funding and demand. Strong candidates will be able to mobilise and staff the service, work effectively with schools, families, Educational Psychology, Specialist Teachers and other professionals, and embed therapy within a multi-disciplinary model. The evaluation places substantial emphasis on system development, collaboration, service sustainability, continuous improvement and innovation, as well as children’s access and choice. Providers should also be able to demonstrate meaningful social value commitments and capacity to respond to changing demand.
