Summary of the contracting process

East Renfrewshire Council is procuring outdoor residential education and expedition services for primary and secondary schools, including pupils with additional support needs. The requirement covers three service areas: outdoor residential education visits, curriculum residential provision, and Duke of Edinburgh outdoor expeditions. Suppliers will provide residential programmes, accommodation and a range of activities, with appropriate risk management and health and safety arrangements. The services will be delivered for East Renfrewshire Council’s schools and communities in East Renfrewshire. This is an education and training services opportunity, and suppliers may bid for one, two or all three service areas. Up to five suppliers will be appointed for each service area under a framework arrangement.

The procurement has reached tender: the council invited offers through a one-stage open procedure using an electronic tendering portal. Bids were due by 10 September 2026 at 12:00, with evaluation scheduled to start at that time. The framework is for 36 months, with an option for the council to extend it by up to 12 months; bids must remain valid for 180 days. The estimated value is £2,740,000 excluding VAT, comprising £2,000,000 for outdoor residential education visits, £140,000 for curriculum residential provision and £600,000 for Duke of Edinburgh expeditions. Evaluation is based on price and quality, including programme quality, activities, accommodation, health and safety, fair work, community benefits and sustainability. Variants are not allowed.

This opportunity suits established outdoor education, residential activity and expedition providers able to deliver safe programmes for school pupils, including children with additional support needs. Suppliers should have strong programme design, activity leadership, accommodation and residential management capabilities, supported by robust risk assessment, safeguarding and health and safety systems. A Duke of Edinburgh expedition provider must be an Adventure Activities Licensing Authority licence holder and an Expedition Approved Activity Provider; an Expedition Approved Activity Provider is also required for the other service areas. PVG disclosure is required for staff across all service areas. Bidders need suitable financial strength and insurance, including employers’ liability, public liability and professional indemnity cover. Providers using subcontractors must demonstrate effective supply-chain management and prompt payment performance.

Bidders must refer to the specific requirements listed in Section III in this OJEU Contract Notice when completing the SPD in PCS-T. The Value shown in this notice is excluding VAT

Throughout the academic year, East Renfrewshire Council secondary schools including pupils with additional support needs will support pupils who wish to participate in Curriculum Residential. Additional information: Quality Weighting above are sub weights. Total Quality weighting is 60% The top 5 suppliers after evaluation will be awarded onto this lot. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The contract is for a period of 36 months with a further option to extend for a further period of up to 12 months at the sole discretion of the council.

Duke of Edinburgh Outdoor expeditions

To deliver Duke of Edinburgh Outdoor expeditions. Additional information: Quality Weighting above are sub weights. Total Quality weighting is 60% The top 5 suppliers after evaluation will be awarded onto this lot. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The initial contract period is for 36 months with the option to extend for a further 12 month period
