Summary of the contracting process

Framework Housing Association intends to procure insurance and related services for its property, legal liability and other general non-life risks. The scope includes property and damage or loss cover, legal expenses, contractors’ all-risk, motor vehicle and motor liability insurance, general and professional liability, engineering insurance, weather-related and financial loss cover, and insurance brokerage or agency services. The services will support Framework Housing Association’s requirements across the United Kingdom. This is a services procurement, managed for the association by Gibbs Laidler Consulting LLP. The requirement is suited to insurers, insurance brokers and agencies able to arrange and manage a broad general insurance programme for a housing association.

The procurement is at the planning stage and the buyer has stated an intention to proceed; it is not yet an invitation to tender. The expected next notice date is 16 September 2026. The buyer has indicated a gross value of £1,500,000. One planned lot is expected to run from 1 April 2027 to 31 March 2030, with renewal available up to 31 March 2032. Preliminary market engagement includes a webinar presentation at 2pm on 9 September 2026, followed by optional 15-minute question-and-answer sessions on the afternoon of 11 September. Interested parties are expected to register for the webinar by email. The procurement is above the relevant threshold.

This will suit established insurers, brokers and insurance agencies with the capacity to provide or place a multi-risk, non-life insurance programme for a housing association. Relevant capability includes handling property, liability, legal expenses, motor, engineering, contractors’ all-risk, weather and financial loss risks, together with brokerage and ongoing programme management. Insurers nominated to deliver the programme will need financial strength supported by at least a BBB rating from Standard & Poor’s, B++ from A.M. Best, or an equivalent rating from an independent and reputable credit-rating agency. Where a nominated insurer is rated below A-, the buyer may assess and accept it at its discretion, subject to the bidder’s market security committee documentation and recommendation.

The financial ability to deliver the programme, including Insurers with a minimum rating of 'BBB' from standard and poor, 'B++' from A M best, or an equivalent rating by an independent and reputable credit rating agency and approved by the bidder's market security committee. In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder's market security committee's latest report, including written recommendation from the bidder's market security committee.
