Summary of the contracting process

Efficiency East Midlands is establishing the IT Reseller 2 framework for UK public sector organisations. It covers the supply of IT hardware, software, cloud subscriptions, licensing, peripherals and associated reseller services, including technology products and services from multiple manufacturers. The framework is intended to provide a compliant and flexible route for public sector bodies to procure technology and reseller support, with delivery across the United Kingdom. Efficiency East Midlands is the buying organisation, supported by Meta Procurement Ltd as procurement agent. The opportunity is classified as IT services, including consulting, software development, internet and support. It is aimed at established IT resellers able to offer broad technology provision and support public sector requirements through a national framework.

The procurement has reached tender: the buyer invited offers through a competitive flexible procedure under the Procurement Act 2023, following a preliminary selection questionnaire stage. Expressions of interest and PSQ responses were due by 17:00 on 4 September 2026; enquiries closed at 17:00 on 10 August 2026. The framework is planned to run from 1 November 2026 to 31 October 2030, with award decisions due by 1 November 2026. Its estimated value is £500,000,000 excluding VAT (£600,000,000 including VAT). Up to 12 suppliers may be appointed, with call-offs awarded through a framework desktop calculator or further competition. Evaluation is weighted 70% technical quality and 30% commercial. A successful supplier pays a fee of 0.6% of the award value.

This opportunity suits large, established IT resellers with a minimum annual turnover of £200 million and substantial purchasing activity with technology vendors. Suppliers should have premium vendor credentials and be able to pass on dealer incentives. The framework seeks organisations with strong organisational capability, financial standing, relevant experience, technical expertise and sufficient capacity to deliver a broad range of technology products and reseller services. Relevant capability includes supplying hardware, software, cloud licensing and subscriptions, peripherals and associated support from multiple manufacturers. Successful suppliers will need to support public sector customers through either a transparent desktop-calculator route or competitive selection, providing supplier-specific solutions, delivery approaches and additional value. It is therefore most relevant to national-scale resellers with mature vendor relationships and public sector delivery experience.

EEM considers this framework will help: * enable EEM members, whether existing or future, and the wider public sector to call off services provided by IT Resellers in an efficient and compliant way. * provide better value to the buyer by creating a fairer and more efficient supply chain. * improve understanding and knowledge amongst buyers, creating a more vibrant marketplace. * support public sector buyers IT strategies enabling more aligned value propositions. The IT Reseller 2 Framework has been established to provide UK public sector organisations with a compliant, efficient and flexible route to market for IT products, software, cloud licensing and associated reseller services. The framework brings together experienced IT resellers capable of supplying a broad range of market leading technology products and services from multiple manufacturers. It has been designed to simplify procurement, improve commercial outcomes and provide customers with access to trusted suppliers through a single national framework. Recognising that public sector organisations have differing procurement requirements, governance arrangements and internal capability, the framework offers two compliant call-off options: 1. Framework Desktop Calculator - enabling customers to identify the supplier best able to meet their specific requirements using a transparent, objective and pre-defined selection methodology contained within the Framework Agreement. 2. Competitive Selection Process - enabling customers to undertake a further competition where they wish to evaluate supplier-specific solutions, delivery approaches or additional value. This approach provides customers with the flexibility to select the most appropriate procurement route while maintaining compliance with the Procurement Act 2023 and ensuring value for money, transparency and fairness. The framework supports a broad range of technology procurement requirements, including hardware, software, cloud subscriptions, licensing, peripherals and associated reseller services.
