Summary of the contracting process

York and North Yorkshire Combined Authority is procuring community engagement support for Work Package 2 of its Energy Generation Accelerator Programme. The requirement is for research consultancy services focused on engaging communities fairly in renewable energy and heat generation projects. The wider programme aims to address barriers including limited public-sector funding and expertise, planning processes and grid connections, while developing an investible pipeline of strategic energy projects with local authorities, planning departments and communities. Delivery is across York and North Yorkshire. The work supports the region’s ambition for energy independence and to become England’s first carbon-negative region by 2040. It is a services opportunity for organisations experienced in community engagement, consultation and research connected with energy or infrastructure development.

The procurement has reached tender: the Authority invited offers through a below-threshold open competition. It is a single-lot requirement with an estimated gross value of £75,000. Potential suppliers could submit enquiries until 12:00 on 31 August 2026, and bids were due by 12:00 on 7 September 2026. The contract period was set to start on 28 September 2026 and end on 27 March 2027, with an option to extend by two months to 27 May 2027. Electronic submission was allowed. The most advantageous tender is assessed using a price-to-quality ratio of 20% price and 80% quality.

This opportunity suits research and consultancy businesses that can design and deliver effective community engagement for renewable energy and heat projects. Strong candidates will be able to work fairly and constructively with communities, local authorities and planning departments, and turn engagement findings into practical advice for project development. Relevant experience in energy, infrastructure, planning, consultation, stakeholder engagement or developing project pipelines is likely to be useful. Suppliers should be able to investigate barriers such as public-sector capability, funding, planning and grid connections, and communicate findings clearly to different audiences. The requirement is identified as suitable for small and medium-sized enterprises, making it accessible to specialist consultancies as well as larger organisations with appropriate energy and engagement capacity.
