Summary of the contracting process

Brighton and Hove City Council is planning to appoint a community engagement partner, or partners, for the Whitehawk Pride in Place programme in Brighton and Hove. The service will help local people shape the future of their neighbourhood and inform priorities, investment decisions and the long-term Pride in Place Plan. The scope includes awareness raising, community conversations, pop-up events, drop-ins, survey support, targeted outreach, community champion activity and resident-friendly feedback. Engagement will involve residents, community organisations, young people, families, local businesses, schools, faith groups, voluntary organisations and underheard voices. The work is classified as public relations consultancy services (CPV 79416200) and will be delivered in Brighton and Hove, with a strong focus on Whitehawk.

This procurement is at the planning stage: the council has stated its intention to procure but has not issued an invitation to tender. It expects to publish a future notice by 25 August 2026. Interested organisations are asked to contact the council by 16 August 2026 to join the expressions-of-interest list, providing their organisation name, organisation type, registration number and contact details. The planned contract is expected to run from 21 September to 31 December 2026, with the final report required by the end of November 2026. There is one planned lot, identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. The estimated procurement value is below the applicable threshold.

The work is likely to suit community engagement organisations, neighbourhood specialists, resident research providers, youth engagement practitioners, community development bodies, local communications agencies and partnership-led outreach teams. Strong connections with Brighton and Whitehawk, or with similar communities, will be important, alongside local knowledge and experience of inclusive engagement. Relevant capability includes reaching residents and community organisations, involving young people and families, working with underheard groups, supporting neighbourhood planning, running accessible community conversations and gathering feedback that can influence investment decisions. Suppliers should be able to work respectfully, practically and accessibly with diverse communities, and deliver activity at pace within a compressed programme. The opportunity is particularly relevant to SMEs, community groups, voluntary organisations and social enterprises preparing for the future tender.
