Summary of the contracting process

South West College sought a new van to serve as the vehicle platform for conversion into a mobile training and demonstration unit. The van needed to meet specified dimensional, structural, payload and technical requirements, including capacity for an estimated future fit-out payload of about 1,190 kg, including a safety margin. The conversion work was to be procured separately after delivery of the vehicle. This is a supply of vans and specialist vehicles (CPV 34136000). Delivery was required in Northern Ireland. Funding was secured through the PEACEPLUS scheme, administered by the Special EU Programmes Body. Construction and Procurement Delivery’s Supplies and Services Division managed the procurement on behalf of South West College.

The buyer invited offers through a below-threshold open competition. The procurement has concluded without a successful bid, and the award was cancelled because no tender bids succeeded. Suppliers could submit questions until 1 September 2026 at 3pm, and bids were due by 7 September 2026 at 3pm. The planned contract period ran from 30 September 2026 to 30 September 2029. The estimated value was £58,000 excluding VAT (£70,000 including VAT). There was one lot. Evaluation was based on price (90%) and contract methodology (10%), with mandatory technical compliance assessed pass/fail. Suppliers had to confirm compliance with the specification and provide technical brochures. Methodology responses covered delivery planning, monitoring and reporting, updates, delay escalation, and arrangements for breakdowns and repairs.

This opportunity suited vehicle dealers and specialist van suppliers able to provide a vehicle that meets the buyer’s dimensional, structural, payload and technical specification, and to substantiate compliance with technical brochures. The selected vehicle needed capacity for the future training fit-out payload, so suppliers had to ensure the base van could accommodate this load with the required safety margin. Bidders also needed a credible delivery and after-sales support operation: their methodology had to explain how they would meet the delivery timetable, monitor and report progress, communicate updates, manage delays and escalate issues, and meet required breakdown and repair timescales. Price carried most of the evaluation weight, so competitive, complete pricing was commercially important. The contract concerned supply and delivery of the van only; the later training conversion was to be bought under a separate contract.
