Summary of the contracting process

The Police and Crime Commissioner for Warwickshire procured business travel management services for Warwickshire Police. The requirement covers UK and international travel, including flights, rail, accommodation and coach travel. The supplier is expected to source, book and fulfil tickets and accommodation, with both online and offline booking services. Bookings must support self-travel and bookings made for nominated colleagues, with instantaneous confirmation. The services support the force’s operational and business travel needs and are delivered for Warwickshire Police in Warwickshire. This is a public-sector travel management requirement suited to agencies and providers able to combine booking technology, travel sourcing, ticket fulfilment and customer support across several transport and accommodation types.

The procurement is complete and was awarded on 29 July 2026 to PERK UK LIMITED under a selective procedure as an award under a framework; it was not competitively reopened. The single award has a value of £410,000 excluding VAT, or £492,000 including VAT. The contract is scheduled to run from 8 October 2026 to 7 October 2029, with the Authority able to extend it by two further 12-month periods, subject to three months’ notice, giving a maximum end date of 7 October 2031. A voluntary standstill period ends on 20 August 2026, and contract signature is scheduled for 21 August 2026. The procurement comprised one completed lot and used the business travel services category.

This award demonstrates recurring demand from Warwickshire Police for an integrated business travel service rather than a single travel product. A credible future competitor would need to manage UK and international flights, rail, accommodation and coach travel through one coordinated service, with reliable sourcing, booking and ticket fulfilment. The requirement favours providers able to serve both online and offline channels, support travellers booking for themselves or nominated colleagues, and provide instantaneous confirmation. Operational resilience, knowledgeable travel management staff, broad supplier and inventory access, and dependable customer support would be important differentiators. Experience serving public-sector or similarly complex organisations, with the capacity to handle changing travel volumes, would strengthen a supplier’s position when this requirement next reaches the market.
