Summary of the contracting process

The Science Museum Group is procuring site-wide planning consultancy services for the Science and Industry Museum in Manchester. The appointed consultant will provide strategic planning advice to support the successful planning and delivery of the museum’s Masterplan and a coherent approach to site-wide planning applications. The work includes supporting a productive relationship with Manchester City Council’s planning department, liaising and coordinating with lead design organisations where needed, and responding to other planning queries arising during the agreement. The requirement is for professional architectural, engineering and planning services, including building consultancy. It does not cover individual planning applications for separate projects, which will be handled by their respective project teams. Delivery is centred on the museum site in Manchester.

The procurement has reached tender: the buyer invited offers through an open procedure. It is a single-lot closed framework agreement with one maximum participant and awards made without reopening competition. The stated value is £200,000 excluding VAT (£240,000 gross). Enquiries had to be submitted by 28 August 2026 at 17:00, and offers by 7 September 2026 at 23:59. The evaluation and award decision was due by 5 October 2026 at 23:59. The contract period is 31 October 2026 to 30 October 2030. Bids are assessed on price, weighted at 30%, relevant experience at 25%, resourcing and delivery approach at 25%, added value at 10%, and sustainability and heritage at 10%.

This opportunity suits planning consultancies able to provide strategic, site-wide advice rather than teams focused only on individual planning applications. Strong candidates will be able to help develop and coordinate a coherent planning approach for a complex museum masterplan, engage constructively with Manchester City Council’s planning department, and work collaboratively with lead design organisations. The evaluation gives substantial weight to relevant experience and to the proposed resourcing and delivery approach, so suppliers should be able to demonstrate comparable work and a credible team capable of supporting a programme over the full agreement period. Added value, sustainability and heritage are also assessed, making this relevant to firms with experience of heritage environments, sustainable development and wider benefits alongside core planning expertise.
