Summary of the contracting process

NI Water and its subsidiaries intend to procure instrumentation, control and automation equipment, spare parts and specialist original equipment manufacturer support for equipment installed across NI Water premises. The requirement covers a broad range of industrial instrumentation and control systems, including products associated with Siemens, Socomec, Refex, ABB, Hach Lange, Omron, Allen Bradley, Mitsubishi, Palintest, Pulsar, PI, Endress & Hauser and Badger. This is primarily a goods requirement, with associated specialist support, for use across NI Water’s premises in Northern Ireland. The equipment supports the operation, maintenance and continued availability of the organisation’s existing ICA installations rather than a new standalone installation.

This procurement is at the planning stage: NI Water has stated its intention to buy, but has not yet issued an invitation to tender. It is being developed under the utilities regime and is below the relevant threshold. The planned requirement is one lot, with an anticipated contract period from 1 March 2027 to 28 February 2029 and a possible extension or renewal taking the maximum period to 28 February 2035. NI Water plans one-to-one supplier meetings by 30 September 2026 as part of preliminary market engagement. These meetings are intended to help suppliers explain which original equipment manufacturers they represent and understand the requirement. The procedure and evaluation method have not yet been settled.

The planned requirement is likely to suit manufacturers, authorised distributors, specialist instrumentation and control suppliers, and service businesses that can provide genuine OEM equipment, spares and technical support. Suppliers representing one or more of the named manufacturers may be particularly well placed to contribute during market engagement and prepare for the later procurement. Relevant capability includes maintaining and supporting installed industrial automation, instrumentation, control and monitoring equipment, identifying compatible replacement parts, and providing specialist technical advice. Businesses should be prepared to explain their OEM relationships and the range of equipment they can support across an operational water utility estate. The requirement may suit suppliers with established supply chains and experience supporting critical infrastructure environments.
