Summary of the contracting process

London North Eastern Railway Limited is buying bulk gas oil supplies for its Clayhills Depot in Aberdeen, supporting operational and engineering activities in the North of Scotland. The requirement is for gas oil meeting BS EN590 diesel standards, dyed for off-road use and suitable for UK railway vehicles. The estimated annual product volume is 6.2 million litres. This is a goods procurement for fuel supply, with delivery to the depot in Aberdeen. The successful bidder will contract directly with London North Eastern Railway Limited. The procurement is managed with support from FPA Consulting Limited, which provides procurement advice, administration and tender-process support.

The process has reached tender: the buyer invited offers through a selective competitive flexible procedure. It has one lot, with an expression-of-interest deadline of 24 September 2026 at 12:00. Submissions are uploaded electronically to a specified SharePoint folder, with a confirmation email required. The estimated value is £17,670,000 excluding VAT and £21,204,000 including VAT. The contract is due to run from 1 April 2027 to 31 March 2028, with options for two further 12-month extensions, giving a maximum period to 31 March 2030. Award is expected by 8 February 2027. Evaluation is weighted 50% supplier margin, 30% logistics of supply, 10% account management and customer support, and 10% social value.

This opportunity suits fuel suppliers able to source and deliver substantial volumes of compliant gas oil for railway use, including fuel dyed for off-road purposes. Bidders need dependable logistics arrangements capable of maintaining supply to Clayhills Depot in Aberdeen and supporting LNER’s operational and engineering requirements. The evaluation gives the greatest weight to the supplier margin, but technical capability is significant: logistics of supply accounts for 30% of the score. Suppliers should also be able to provide effective account management and customer support, and demonstrate a credible social-value offer. The competitive process includes participation screening, negotiation, technical evaluation and a best and final offer on pricing, so bidders need commercial, operational and negotiation capability.
