Summary of the contracting process

CERN is planning to procure a source-to-contract (S2C) software solution and the services needed to implement it. The requirement covers software licences, hosting, support, maintenance, updates and upgrades, together with design, implementation, testing, deployment, transformation and change-management services. The system will support procurement planning, sourcing and tendering, contract management, supplier information, performance and risk management, supplier communications, and purchase orders. Procurement and Industrial Services will be the main users, while Business Computing will handle integration, maintenance and support. The work is classified as IT services, including consulting, software development, internet and support. Delivery is expected to cover activity in the UK and Switzerland, with CERN based in Geneva. The contract may be delivered by one firm or a group of up to two firms covering the full scope.

This procurement is at the planning stage: CERN has announced an intention to procure, but has not yet invited tenders. It is a services requirement with one planned lot and an estimated total value of £10,000,000. CERN expects to issue an Invitation to Tender no later than the first quarter of 2027; the next notice is estimated for 1 April 2027. The scope and capabilities may still be adapted before the Invitation to Tender. The procurement is wholly owned by CERN, while the Science and Technology Facilities Council is signposting it to UK-based suppliers. UK government bodies have no involvement, oversight or engagement in the procurement. The requirement is covered by the Government Procurement Agreement. CERN intends to place a contract for the provision and Implementation of a Source-to-Contract Solution. The scope includes the supply of licenses, including support, software maintenance (including all updates and upgrades) and hosting for a software solution (the "Solution") to manage the S2C business capabilities and processes, It also includes the Supply of services to support the design, implementation, testing and deployment, transformation and change management of the above-mentioned S2C solution. This Contract shall be awarded to a Firm or a Group of Firms (maximum 2) who will cover the whole scope among them.

CERN being a decentralised organisation, there are several stakeholders involved in the capabilities covered by the S2C systems. These are: * Procurement & Industrial Services (IPT-PI), as primary users of the S2C solution in the domains of sourcing, tendering, and contract and supplier management: * Business Computing (FAP-BC), for the integration, maintenance and support of the solution (both acquired or in-house built). The capabilities as currently defined in scope are listed below, these can still be adapted before the Invitation to Tender to be launched no later than Q1 2027. * Manage procurement: * Procurement planning; * Manage sourcing and tendering; * Manage contracts; * Manage supplier information, performance and risk; * Manage supplier communications; * Manage purchase orders. Additional information: This procurement/requirement is wholly owned by CERN, with STFC seeking to signpost the opportunity to UK based suppliers. UK HMG retains no involvement, oversight or engagement in the procurement, and are acting to signpost to CERN/STFC from FTS and/or other centralised digital platforms only. UK HMG has no further information to share and will not respond to any further questions or engagements relating to the potential procurement.
