Summary of the contracting process

Southend-on-Sea City Council procured transitional supported housing services in Southend-on-Sea. The service provides accommodation and housing-related support for people aged 18 to 65 who are ex-offenders or at risk of offending, where prior approval has been agreed. It covers social work services with accommodation, together with accommodation and office services. The purpose is to support service continuity for people requiring both housing and related support. Southend-on-Sea City Council is the buying organisation. Delivery is linked to accommodation and support facilities in the council’s area, with the service combining housing provision, operational accommodation arrangements and direct support for the relevant service users. The procurement is categorised as a service requirement rather than goods or construction works.

The procurement has been awarded through a below-threshold direct award without competition under the Procurement Act 2023. The stated basis was single supplier: Home Group Limited owns the building and delivers the support there, making it the only viable provider for continuity. The award to Home Group Limited was made on 12 August 2026 for £51,259 in total, excluding VAT as described in the requirement, and covers the single completed lot. The contract period is 1 October 2026 to 31 March 2027. An eight-working-day standstill ends at midnight on 24 August 2026, with contract signature scheduled by 1 September 2026. The tender and award are recorded as complete, while the award itself is active.

This award demonstrates a defined need for transitional supported housing in Southend-on-Sea, combining accommodation ownership or control with housing-related support for adults affected by offending or the risk of offending. A credible future competitor would need suitable, available accommodation and the operational ability to provide support within that accommodation, rather than offering housing or support as separate services. Relevant experience would include working with ex-offenders and people at risk of offending, supporting adults aged 18 to 65, maintaining service continuity and securing prior approval where required. Providers should also be able to manage accommodation and office arrangements alongside social work or support delivery, and show that their facilities and workforce can sustain a consistent local service for this user group.
