Summary of the contracting process

Transport for London is procuring online legal information and publishing services. The requirement covers online legal research, legal knowledge resources, specialist legal publications and Schofield Election Law licences, delivered through subscription services. The service includes access to an online legal database, online textbooks and other authoritative legal content used by TfL. The specified products include Westlaw UK Premium and Practical Law UK. The procurement is for services delivered in the United Kingdom, for TfL’s organisational legal and election-law needs. The requirement is supplied to Transport for London, the public undertaking responsible for London’s transport network, rather than being a construction, physical goods or general information-technology support contract.

This procurement is complete and has been awarded by direct award to Thomson Reuters (Professional) UK Limited. The award date was 1 July 2026. Two awards were made to the same supplier: £390,151 excluding VAT (£468,181 including VAT) and £11,176 excluding VAT (£13,411 including VAT). Both awards cover the period from 1 September 2026 to 31 August 2029. The procedure was a direct award under clause 41(1) and Schedule 5 paragraph 5 of the Procurement Act 2023, justified by exclusive intellectual-property rights and the availability of unique proprietary content from the source publisher. A standstill period applied, with contract signature scheduled for 25 August 2026. The procurement comprised one completed lot.

This requirement is most relevant to established legal information publishers or specialist legal-technology providers with authoritative UK legal research content, online delivery infrastructure and licensing rights for professional legal publications. Credible competitors would need to demonstrate reliable access to comprehensive legal research, current legal knowledge and recognised practitioner resources, together with content that meets the needs of a large public transport organisation. Experience supplying institutional subscriptions, supporting multiple legal users and maintaining secure, dependable access would strengthen a future proposition. Providers of election-law materials would also need specific coverage comparable to Schofield Election Law. The award shows that TfL values publisher-controlled, proprietary content and a consolidated subscription service rather than generic document access or unrelated legal consultancy.
