Summary of the contracting process

International Nuclear Services Limited, part of Nuclear Transport Solutions, is planning the manufacture and storage of single-chamber and triple-chamber liners for the Fieldfare Project. The requirement covers fabricated products and associated storage services. The buyer is seeking views on how the liners should be produced and held: either in one full production batch followed by storage, or in phased batches over approximately five years. The work concerns nuclear transport-related equipment and supply-chain capability, with the buyer based in Warrington. Suppliers able to manufacture specialist liners and provide secure, suitable storage should consider the requirement relevant. The procurement is categorised primarily as goods, with storage treated as an associated service.

This process is at the planning stage and is an RFI for sourcing-strategy development, not an invitation to tender or a commitment to award a contract. The buyer expects a future procurement notice on 5 October 2026. It has scheduled market engagement to gather feedback by 25 August 2026, including manufacturing lead times, storage capability and costs, indicative unit pricing, pricing mechanisms and suitable commercial structures. The procurement is planned as one lot and is expected to run from 25 January 2027 to 26 April 2032. The estimated value is £350,000 excluding VAT, or £400,000 including VAT. The lot is identified as suitable for SMEs. Responses are requested through the Atamis portal.

The requirement is likely to suit manufacturers of specialist fabricated products with experience producing single- and multi-chamber liners, particularly in a nuclear, radioactive-materials or similarly safety-critical environment. Suppliers should be able to explain realistic production lead times, whether they can manufacture the full quantity in one batch or support phased production, and how quality and consistency would be maintained across batches. Storage providers with secure, compliant facilities capable of holding liners for an extended period may also be relevant, either independently or as subcontractors or consortium partners. Businesses should prepare evidence on storage arrangements, capacity, cost drivers, unit-pricing approaches and commercial models. The buyer is specifically seeking practical market feedback to shape the eventual sourcing strategy.

Notice Title

RFI - Manufacture and Storage of Liners

Notice Description

Nuclear Transport Solutions (NTS) is undertaking a Request for Information (RFI) to inform its sourcing strategy for the manufacture and storage of single and triple chamber liners required for the Fieldfare Project. NTS is seeking supplier feedback on whether the full requirement should be manufactured in a single production batch and stored until required, or manufactured in phased batches over an approximate five-year period. Feedback is requested on manufacturing lead times, storage capability and costs, pricing mechanisms, indicative unit pricing and recommended commercial structures. Responses will be used for planning and strategy development purposes only and do not constitute a commitment to undertake a future procurement. Please respond to the RFI via the Atamis portal: https://atamis-2464.my.site.com/s/Welcome
