Summary of the contracting process

NHS South Yorkshire Integrated Care Board intends to commission a healthcare service providing initial health checks for looked-after children living in Doncaster. The service falls within medical practice and related services, with a specific focus on paediatric care. It is intended to assess the health needs of children entering or already in local authority care and support appropriate follow-up. The work will be delivered across the population of Doncaster. The contracting authority is NHS South Yorkshire Integrated Care Board, whose registered address is in Sheffield. This is a single-service requirement rather than a multi-service procurement, covering the delivery of initial health assessments for children in care.

The procurement is at the planning stage: the buyer has announced its intention to procure but has not invited tenders. It expects to use the Provider Selection Regime for healthcare services and the most suitable provider process, rather than the Procurement Act 2023. The indicative value is £330,000 including the initial three-year term and an option to extend for a further two years; the stated annual value is £66,000. The buyer expects a subsequent notice on 25 September 2026. Award decisions will be made by the NHS South Yorkshire Integrated Care Board Formal Executive Group. The requirement is structured as one lot and is currently described as planned.

This will suit healthcare providers with paediatric capability and experience carrying out initial health assessments for looked-after children. In 2025/26, nearly 190 such assessments were undertaken for children in care who were residing in Doncaster, indicating a service requiring an established clinical delivery function rather than occasional consultancy. Providers should be prepared to respond to fluctuating numbers of children entering and leaving care and to increasingly complex health and support needs. Relevant organisations are likely to include NHS providers, independent healthcare organisations and specialist paediatric services able to coordinate assessments and appropriate follow-up for children in local authority care. Businesses should use the planning period to assess their clinical capacity and readiness for the future selection process.

Notice Title

NHS SY ICB - Initial Health Check for Looked After Children - Doncaster

Notice Description

To provide initial health checks for looked after children for the population of Doncaster

Lot Information

Lot 1

To provide initial health checks for looked after children for the population of Doncaster.

As at December 2025 there were 497 Doncaster children in care of local authority, a decrease from the previous year of just under 530 children. However, there is evidence to suggest that the needs of children in care are becoming increasingly complex and requiring additional support. During quarterly monitoring, there was evidence of fluctuating figures of children entering and leaving care, hence reflecting further demand on service requirements.

In 2025/26, nearly 190 initial health assessments were undertaken for children in care residing in Doncaster. Additional information: Please not that the above value of the contract (II.1.5.1) is the total contract value for the full 3 year plus the option to extend for a further 2 year period. The annual value of the contract is PS66,000.
