Summary of the contracting process

UK Fusion Energy Ltd procured services to develop and enhance reporting for the STEP programme. The work is intended to build on established reporting foundations and produce finalised Tier 1 and Tier 2 governance reports. It covers technical analysis, analysis consultancy, business analysis consultancy, systems analysis and programming, and data analysis services. Delivery is across the United Kingdom. The requirement sits within the UK Fusion Energy and STEP reporting ecosystem, so it concerns the design, development and scaling of reporting capability rather than routine administrative support. The buying organisation is UK Fusion Energy Ltd, a public authority based at Culham Science Campus in Oxfordshire. The selected supplier is Anvil Analytical Limited, an SME specialising in analytical and reporting-related services.

The procurement is complete and the contract was awarded through a direct award to Anvil Analytical Limited. The award value is £387,000 excluding VAT, or £464,400 including VAT. The contract period runs from 14 August 2026 to 31 March 2027. The award relates to one lot and is above the relevant threshold. UK Fusion Energy Ltd justified the direct award on technical and operational continuity grounds, citing Anvil’s incumbent knowledge of its systems, requirements and stakeholder environment, alongside the cost, risk and disruption associated with changing supplier. The stated evaluation basis was the absence of feasible competition for technical reasons. A signature milestone was scheduled for 12 August 2026. The award status is recorded as pending.

This procurement indicates demand for suppliers able to develop and scale governance reporting within a technically complex public-sector programme. A credible competitor for comparable work would need strong business and systems analysis capability, data analysis expertise, and the ability to turn established reporting foundations into reliable, finalised governance outputs. Experience of designing reporting ecosystems, integrating stakeholder requirements and supporting Tier 1 and Tier 2 governance reporting would be relevant. The award rationale shows that continuity, operational resilience and detailed knowledge of the buyer’s systems and stakeholder environment were decisive factors. Suppliers should therefore be able to demonstrate effective mobilisation, rapid understanding of existing arrangements, controlled knowledge transfer and delivery with minimal disruption, alongside the analytical and programming skills needed to maintain and enhance reporting services.

Procurement Information

The proposed direct award to Anvil is justified on the ground that competition is absent, or switching supplier is not feasible, for technical and operational reasons, including the need to ensure continuity of critical services. Anvil has developed significant incumbent knowledge of the Authority's systems, requirements, and stakeholder environment, which is integral to the effective delivery of the services. Introducing a new supplier at this stage would require substantial duplication of effort in respect of mobilisation, knowledge transfer, and system familiarisation. This would result in disproportionate cost, increased delivery risk, and potential service disruption, thereby undermining value for money and service continuity. The time and resource required to onboard an alternative provider would also create a material risk to operational performance and delivery timelines. Accordingly, the Authority considers that a change in supplier is not practicable without significant inconvenience and inefficiency, and that the conditions for direct award on the basis of technical and operational continuity are met. The decision to proceed with the incumbent supplier is therefore proportionate, justified, and consistent with the Act's requirements.
