Summary of the contracting process

North East Combined Authority commissioned a sports and education service to increase access to free activities through additional capacity in after-school and school-holiday clubs across the North East. The requirement supports 200 free places in school-holiday provision or 200 hours of free school delivery across 20 schools. The selected provider is also contributing match funding and in-kind support, helping expand the overall delivery. The work covers sports activity provision, education and training, and related consultancy services. Delivery is across the North East, including the Newcastle area. The opportunity is relevant to sports foundations, community sport organisations, education providers and social enterprises with the ability to run structured activities for children and young people through schools and holiday programmes.

This below-threshold procurement has reached the awarded stage and is recorded as complete. North East Combined Authority used a direct award without competition. One service lot was awarded to Newcastle Rugby Foundation, whose award is recorded as pending, for £10,000 including VAT. The award date is 12 August 2026, and the contract period runs from 12 August 2026 to 1 July 2027. Evaluation was therefore based on the buyer’s direct-award approach rather than a competitive tender process. The requirement is intended to support 200 free places or 200 hours of free school delivery across 20 schools, with the provider’s contribution increasing the planned delivery through match funding and in-kind support. A signature milestone was scheduled for 12 August 2026.

For a future requirement of this kind, credible competitors would need practical experience delivering free sports activities through schools, after-school clubs and holiday provision. They would need enough operational capacity to coordinate delivery across multiple schools and to provide either places or measured hours of activity. The selected model also shows the value of organisations able to combine public funding with match funding and in-kind contributions, rather than relying only on the contract payment. Relevant strengths include qualified activity leaders, safeguarding and school-engagement processes, programme management, outcome reporting, and established relationships with schools and community partners. Sports foundations, rugby or other community sports organisations, education and training providers, and social enterprises with regional delivery capability are the closest fit for this buyer’s requirement.

Notice Title

Together Through Sport - Newcastle Rugby Foundation

Notice Description

The purpose of this service is to increase access to free sports activities by funding additional capacity in after-school and holiday clubs across the region. This funding will support 200 free places of school holiday provision OR 200 hours of free school delivery, across 20 schools. Newcastle Rugby Foundation has committed to match-fund this (thereby doubling delivery to 400 places / hours) and to provide further in-kind support for another 200 places / hours. Newcastle Rugby Foundation will contribute towards the requirement for the five Sports Foundations to deliver the equivalent of 3,000 hours or places through a combination of direct funding, match funding, and in-kind support.
