Summary of the contracting process

The Engineering Construction Industry Training Board (ECITB) is procuring education and training services to deliver the skills and knowledge required by its 2027 Scholarship Programme. The programme covers Level 2 vocational training in pipefitting, welding, mechanical work and rigging for learners in England. Delivery locations are the Birkenhead area in North West England, Teesside in North East England, Cumbria in North West England and Humberside. There are six service areas: pipefitting and welding in Birkenhead; pipefitting in Teesside; mechanical and rigging training in Cumbria; and pipefitting in Humberside. The requirement is divided by discipline and location, allowing providers to target the areas matching their delivery capability.

The process has reached tender: ECITB invited offers through a below-threshold open competition. The overall published value is £399,000 gross, in GBP. The six lots are valued at £70,000 each for Birkenhead pipefitting, Birkenhead welding and Teesside pipefitting; £48,000 each for Cumbria mechanical and Cumbria rigging; and £93,000 for Humberside pipefitting. Contracts are scheduled to run from 1 January 2027 to 31 July 2028. Enquiries were due by 11 September 2026 at 23:59, and tender submissions by 16 September 2026 at 23:59. Offers may cover individual, multiple or all lots and must be submitted by email. Evaluation uses mandatory pass/fail requirements, followed by technical criteria weighted 80% and price 20%.

This opportunity suits education, vocational training and specialist engineering-skills providers able to deliver structured Level 2 scholarship training in one or more of the specified locations and disciplines. Relevant capability includes teaching pipefitting, welding, mechanical engineering or rigging, with the facilities, equipment, instructors and learner-support arrangements needed for practical skills delivery. Providers should be able to meet the cohort requirements and technical specifications for their selected service areas, manage delivery throughout the contract period and evidence compliance with the mandatory requirements in the Invitation to Tender. The six-lot structure allows a supplier to bid for a single discipline and location, several compatible lots, or the complete programme.
