Summary of the contracting process

NHS South Yorkshire Integrated Care Board intends to recommission General Dental Services at Whitegates Dental Practice in Doncaster. The service is for the practice’s existing cohort of regular NHS patients, alongside new patients and people seeking urgent dental treatment. The provider will deliver high-quality general dentistry and maintain access to dental care in the local community. The work is classified as dental-practice services and is categorised as a healthcare service. The service is intended to retain the existing level of contracted NHS dental activity at Whitegates and support continuity for regular patients. Dental care is also expected to contribute to wider health needs through oral cancer checks, signposting to smoking cessation, alcohol and wellbeing services, and dietary advice for infants and children.

This procurement is at the planning stage: the buyer has announced an intention to procure but has not invited tenders. NHS South Yorkshire Integrated Care Board expects to use the Provider Selection Regime 2023 and award through the Most Suitable Provider process, rather than the Procurement Act 2023. The stated rationale is the passing of the incumbent contract holder, with the intended award to the remaining partner at Whitegates Dental Practice. There is one planned lot. The estimated value is £173,286 per year, and the buyer’s indicative date for a future notice is 9 October 2026. The process is subject to the Health Care Services (Provider Selection Regime) Regulations 2023, with the award decision to be made by the Executive Place Director for Doncaster.

This will suit an established NHS dental provider able to operate from or support Whitegates Dental Practice in Doncaster and deliver general dental services to an existing patient population. Relevant suppliers should be prepared to provide routine care while accommodating new registrations and urgent treatment needs, maintaining continuity and access. The buyer is looking for high-quality clinical delivery at the same contracted level of NHS dental activity, with capacity to support local demand. Experience of NHS dentistry, patient access management and wider preventive oral-health work would be well aligned with the stated service aims. Providers should also be able to undertake oral cancer checks and give appropriate advice or signposting on smoking, alcohol, wellbeing and children’s diets. The planned Most Suitable Provider route makes this particularly relevant to the continuing local provider.

Lot Information

Lot 1

Due to the sad passing of the incumbent contract holder, NHS SY ICB are planning to use the Most Suitable Provider process to award a new contract to the remaining partner within the Whitegates Dental Practice.

Continuing to commission the same level of dentistry at Whitegates Dental Practice would enable the provider to maintain and improve access to dental services in Doncaster and retain the same contracted NHS activity within the constituency area and within the dental practice. It will enable continuity of dental access for the regular patients.

The provision of dental services and maintaining patients access to dental services is important in not only improving patients dental health but also relates to other health issues. Dentists check for oral cancers, signpost to smoking cessation, alcohol services and other health and well being services, and provide dietary advice especially weaning and diet for infants and diet for children. Additional information: Please note that the estimated total value detailed in II.1.5.1 above is an annual figure.
