Summary of the contracting process

Tendring District Council intends to procure waste collection and disposal services for three leisure centres in the Tendring district: Clacton Leisure Centre, Dovercourt Bay Lifestyles and Walton-on-the-Naze Lifestyle. The requirement covers the safe handling, collection and disposal of hazardous, non-hazardous, general, recyclable, food, sanitary, sharp and washroom waste. It also includes supplying suitable containers for bulk and food waste, servicing sanitary bins in female and accessible toilets, and supplying, installing, maintaining and refilling air-freshener units in public toilets and changing areas. The work is a statutory service linked to the Environmental Protection Act 1990. Suppliers would operate across the three named leisure sites and transport waste to an appropriately licensed disposal facility.

This procurement is at the planning stage: the council has stated its intention to buy, but has not yet invited tenders. It expects to use a below-threshold open competition, with electronic submissions allowed. The planned procurement is divided into three lots: bulk waste collection; sanitary waste collection; and air-freshener supply and maintenance. The estimated value is £100,000 excluding VAT, or £120,000 including VAT. The council expects the contract to run from 1 December 2026 to 30 November 2028, with a 12-month extension option taking the possible end date to 30 November 2029. A future procurement notice is expected on 28 September 2026. The planned tender period is expected to end on 30 October 2026.

The requirement is suitable for small and medium-sized enterprises, including specialist waste operators, sanitary-service providers and facilities or washroom-service businesses. Lot 1 will suit suppliers able to provide and manage bulk, general, recyclable and food-waste containers, arrange regular collections, issue waste transfer notes and transport waste lawfully to a licensed disposal facility. Lot 2 requires experience servicing sanitary bins and handling sharp waste in line with the Controlled Waste Regulations 2012 and duty-of-care requirements. Lot 3 suits suppliers able to install, maintain and regularly refill air-freshener units across public toilets and changing areas, keep them operational and agree fragrance choices with the client. Businesses should prepare for a three-site leisure-centre service and relevant waste-compliance responsibilities.

Lot Information

Bulk Waste Collection

Collection of general waste and recyclable waste from designated bins and storage areas across all 3 leisure sites. Waste to be transported to a licensed disposal facility in compliance with UK Waste Regulations. Contractor to provide appropriate containers for bulk waste and food waste storage. Contractor to provide waste transfer notes for all collections.

Renewal: There will be a 12 month option to extend the contract.

Sanitary Waste Collection

Provision and servicing of sanitary bins in all female and accessible toilets. Sharp waste disposal in accordance with The Controlled Waste Regulations 2012 and Duty of Care requirements. Contractor to provide waste transfer notes for all collections.

Renewal: There will be a 12 month option to extend the contract.

Air Freshners

Supply and installation of air freshener units in all public toilets and changing areas. Units to be maintained and refilled regularly to ensure they are always operational Fragrance options to be agreed with the client. Contractor responsible for ensuring units are always operational.

Renewal: There will be a 12 month option to extend the contract.
