Summary of the contracting process

Tendring District Council intends to procure waste collection and disposal services for three leisure centres in the Tendring district: Clacton Leisure Centre, Dovercourt Bay Lifestyles and Walton-on-the-Naze Lifestyle. The requirement covers safe handling, collection and disposal of hazardous, non-hazardous, sanitary and washroom waste, together with general and recyclable waste. It also includes supplying and servicing sanitary bins, providing suitable containers for bulk and food waste, and supplying, installing, maintaining and refilling air-freshener units in public toilets and changing areas. The work is a waste management and facilities consumables service, with related clinical-waste collection and disposal and cleaning-product supply. It supports the council’s statutory responsibilities under the Environmental Protection Act 1990.

This is a planned, below-threshold open competition, but the procurement is being cancelled and will be reconsidered in 2027; it is not an invitation to tender. The council previously indicated a tender submission deadline of 30 October 2026 at 23:59, a contract start date of 1 December 2026 and an initial end date of 30 November 2028. Each of the three lots was intended to run for that period, with a 12-month extension option to 30 November 2029. The lots were bulk waste collection, sanitary waste collection, and air-freshener supply and servicing. The total estimated value was £100,000 excluding VAT, or £120,000 including VAT. Electronic submission was to be allowed.

The requirement is suited to waste management contractors, sanitary-waste specialists and facilities-services suppliers, including small and medium-sized businesses. Relevant suppliers should be able to collect, transport and dispose of general, recyclable, hazardous, sanitary and sharp waste safely and lawfully. Bulk-waste providers will need suitable containers for waste and food-waste storage, access to a licensed disposal facility, and systems for issuing waste transfer notes after every collection. Sanitary-waste providers will need to service bins in female and accessible toilets and meet the Controlled Waste Regulations 2012 and duty-of-care requirements. Facilities suppliers may also provide air-freshener units, agree fragrance choices with the council, and maintain and refill them regularly so they remain operational. Businesses can use the cancellation and proposed 2027 reconsideration to prepare capability and compliance evidence.

Lot Information

Bulk Waste Collection

Collection of general waste and recyclable waste from designated bins and storage areas across all 3 leisure sites. Waste to be transported to a licensed disposal facility in compliance with UK Waste Regulations. Contractor to provide appropriate containers for bulk waste and food waste storage. Contractor to provide waste transfer notes for all collections.

Renewal: There will be a 12 month option to extend the contract.

Sanitary Waste Collection

Provision and servicing of sanitary bins in all female and accessible toilets. Sharp waste disposal in accordance with The Controlled Waste Regulations 2012 and Duty of Care requirements. Contractor to provide waste transfer notes for all collections.

Renewal: There will be a 12 month option to extend the contract.

Air Freshners

Supply and installation of air freshener units in all public toilets and changing areas. Units to be maintained and refilled regularly to ensure they are always operational Fragrance options to be agreed with the client. Contractor responsible for ensuring units are always operational.
