Summary of the contracting process

Cumberland Council procured construction works for a new Community Hub and improvements to Cleator Moor Town Square. The hub involves a new-build annexe linked to the existing library and council offices, including a café or restaurant, commercial kitchen, kitchen servery, refurbishment and reconfiguration of existing spaces, new mechanical, electrical and plumbing systems, and a lift serving all three floors. The town-square works include hard and soft landscaping, street furniture, cycle racks, electric vehicle charging points, bin stores, a bus shelter, ramps, stairs and footway lighting. The project also covers public access and site security, with planned CCTV, fountain renovation, relocation of artworks and memorials, and refurbishment of the library clock. Delivery is in Cleator Moor, Cumbria.

The procurement is complete and the contract has been awarded under a competitive selective procedure, described as a below-threshold award under a framework. One lot was awarded to Story Contracting Limited. The award is active and the contract was signed on 28 July 2026, covering 28 July 2026 to 26 July 2027. Its value is £4,180,756 excluding VAT, or £5,016,907.20 including VAT. The agreed performance measures cover completing work packages to the agreed programme, delivering within the tendered total prices, and delivering the offered social value measures. Each measure is monitored over a 12-month period. The procurement category is works, classified under CPV 45000000, construction work.

This outcome indicates demand from Cumberland Council for substantial, multi-disciplinary public construction projects combining new-build, refurbishment and public-realm delivery. A credible competitor would need to manage work across occupied civic and community facilities while maintaining public access around an active town square. Relevant capability includes building construction, refurbishment, mechanical and electrical services, lift installation, commercial kitchen fit-out, landscaping, highways or external works, lighting, street furniture and electric vehicle infrastructure. Experience coordinating multiple stakeholders and specialist elements would be important, including arrangements involving policing and town-council interests. Strong programme and cost control would be central, alongside the ability to evidence delivery of social value commitments. A large construction contractor or suitably capable delivery partnership would be well placed.
