Summary of the contracting process

Bristol City Council intends to procure works to supply and install electrical isolation switches serving domestic dwellings and communal areas. The switches must allow electrical supplies to be isolated safely without removing service fuses. The scope covers individual houses, flats and maisonettes, plus communal supplies including landlord supplies, lighting and power circuits, plant rooms, risers, corridors, stairwells, meter cupboards and intake rooms. The contractor will provide a property pack for every installation, including photographs before and after the work, evidence of labelling and accessibility, electrical test results including a polarity test, and confirmation that the installation complies with the specification and applicable regulations. The works are limited to installing isolation devices and exclude consumer-unit or distribution-board replacement, changes to service heads and unnecessary circuit reconfiguration. The work is classified as electrical installation work.

This procurement is at the planning stage and is not an invitation to tender. Bristol City Council has completed a preliminary market-engagement milestone and expects to launch the tender in the coming weeks, with a future notice date of 7 September 2026. The anticipated procedure is above threshold, with an estimated value of £4.4 million excluding VAT and £5.28 million including VAT. The planned contract is expected to run from 2 November 2026 to 1 November 2029, with a possible extension to 1 November 2030. It is organised as one lot, and the council has indicated that the lot is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Tender information is expected to be provided through the ProContract electronic tendering system.

The work will suit electrical contractors experienced in domestic and communal installations, particularly those able to work safely in occupied housing and shared building areas. Relevant capability includes fitting electrical isolation devices, assessing existing supplies, making only the necessary circuit changes, and carrying out electrical testing and polarity testing. Suppliers should be able to produce clear, installation-specific evidence, including condition photographs, photographs of the completed switch, labelling and accessibility checks, test results, and compliance confirmations. Experience across dwellings, flats, maisonettes, landlord supplies, communal lighting and power, plant rooms, risers, corridors, stairwells, meter cupboards and intake rooms will be useful. The planned lot is explicitly suitable for SMEs and VCSEs, so smaller specialist electrical businesses and mission-led organisations should consider preparing for the tender.
