Summary of the contracting process

Bristol City Council is procuring electrical installation works to supply and install consumer electrical isolation switches in domestic dwellings and communal areas in Bristol. The switches must allow electrical supplies to be isolated safely without removing service fuses. The requirement covers individual houses, flats and maisonettes, plus communal supplies such as landlord supplies, communal lighting and power circuits, plant rooms, risers, corridors, stairwells, meter cupboards and intake rooms. The works are limited to installing isolation devices. They exclude replacing consumer units or distribution boards, altering service heads or other equipment owned by a distribution network operator, and reconfiguring existing circuits beyond what is needed for safe isolator installation. The procurement is classified as electrical installation work.

The process has reached tender: Bristol City Council invited offers through an open procedure, with electronic submissions and queries handled through the ProContract portal. The enquiry deadline was 16 September 2026 at 12:00, and the tender submission deadline was 30 September 2026 at 12:00. The anticipated award decision date was 19 October 2026. The contract is scheduled to run from 2 November 2026 to 1 November 2029, with an optional one-year extension to 1 November 2030. There is one lot, with an estimated value of £4,400,000 excluding VAT, or £5,280,000 including VAT. Offers are assessed on price at 60%, quality at 20% and social value at 20%.

This opportunity suits electrical installation contractors able to work across occupied domestic properties and communal housing infrastructure, including flats, maisonettes, landlord supplies, plant rooms, risers and intake rooms. Bidders need the operational capability to install isolation devices safely, work around existing electrical systems and avoid unauthorised alterations to service heads, distribution equipment or existing circuits. Each installation requires a property pack containing photographs before and after the works, evidence of labelling and accessibility, electrical test results including a polarity test, and confirmation that the installation meets the specification and applicable regulations. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Contractors able to demonstrate reliable multi-property delivery, compliant testing and clear installation records are well placed to compete.
