Summary of the contracting process

St Helens Council is seeking a suitably qualified contractor to carry out fascias works at Queens Park Primary School. The requirement is a construction works contract focused on the school’s fascias, rather than a general building or facilities-management service. The buying organisation is St Helens Council, a local public authority. The work is associated with the school and council’s area in England. Businesses whose core work includes building fabric, external school repairs, roofing-related construction or fascia installation may find the requirement relevant, subject to the stated geographical participation restriction. The procurement is intended for a single contractor able to deliver the specified works at the named primary school.

The process has reached tender: the council invited offers through a below-threshold open competition, described as an open restricted tender. The submission deadline set by the council is 7 September 2026 at 12:00 noon, and the contract is scheduled to run from 12 October to 20 November 2026. The estimated value is £50,000 excluding VAT, or £60,000 including VAT. This is one lot. Offers will be assessed on price, weighted at 65%, and quality, weighted at 35%. Electronic submission is allowed through the council’s online procurement portal. Participation is restricted to businesses based in Merseyside, Greater Manchester or Lancashire. The opportunity is identified as suitable for small and medium-sized enterprises.

This opportunity suits a construction contractor with practical experience in fascia installation or repair and the ability to complete a focused school-building project within the stated delivery period. The buyer requires a suitably qualified contractor, so bidders should be able to demonstrate relevant competence, safe working arrangements and experience delivering comparable construction or external building-fabric works. The requirement is specifically accessible to small and medium-sized enterprises, making it potentially suitable for smaller regional builders and specialist contractors rather than only large national firms. Geographic eligibility is central: the business must be based in Merseyside, Greater Manchester or Lancashire. Contractors operating in those areas with the workforce, equipment and project management capacity to undertake school works should consider this opportunity relevant.
