Summary of the contracting process

Lisburn & Castlereagh City Council is preparing a procurement for services relating to PPM and RM 08 emergency lighting systems. The scope covers emergency lighting equipment, including spotlights, together with electrical-system repair and energy-related services. The work is intended for delivery in the United Kingdom. The council is seeking market input before deciding how to proceed, to understand supplier interest and gather information that can inform the future procurement. This is relevant to businesses that install, maintain, repair or supply emergency lighting systems, as well as contractors providing associated electrical and energy services. The requirement is service-led but includes equipment and specialist lighting components within its expected scope.

The process is at the planning and preliminary market engagement stage, not at formal tender. Interested suppliers are expected to complete and return a pre-market engagement questionnaire through the eTendersNI portal by 4 September 2026 at 23:59. The council states that questionnaire responses will inform its preparation but will not be used to evaluate any future tender, and participation will not affect eligibility for a later procurement. The council is considering a dynamic purchasing system. The planned contract period is 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032 and renewal provision. The requirement is above the relevant procurement threshold. No contract value is stated.

This early engagement is most relevant to suppliers able to combine emergency lighting supply with planned preventative maintenance, responsive maintenance or electrical-system repair. Businesses specialising in emergency lighting equipment, spotlights, installation, testing, servicing or energy-related services should prepare to explain their capabilities and likely approach when the formal procurement is developed. It may also suit contractors that can support a council requirement through a dynamic purchasing system, provided they can demonstrate suitable operational capacity for public-sector work. The council is currently gathering market intelligence rather than inviting bids, so the practical benefit is an opportunity to inform the emerging requirement and understand how the eventual service model may be structured. Suppliers should be ready to describe relevant experience, delivery capability and the range of systems they can support.
