Summary of the contracting process

The London Borough of Hammersmith and Fulham plans to recommission rough sleeping support services in Hammersmith and Fulham, London. The work covers three connected services: street outreach to identify people sleeping rough and help them move into accommodation; Housing First, providing independent housing with intensive wraparound support for people with complex needs; and navigator support for people sleeping rough or at imminent risk, including help to access accommodation pathways, health services and benefits and maintain interim housing. This is a public social care and community support service, classified under community, social and personal services and social work services. The services are intended to safeguard vulnerable residents affected by rough sleeping, often alongside mental or physical ill health, substance misuse, offending histories or immigration issues.

This procurement is at the planning stage: the council has announced an intention to procure and is seeking market views before starting a tender. Potential suppliers are expected to contribute views on delivery models, including whether individual meetings would help shape the requirement, with engagement scheduled by 31 August 2026. The council expects the next notice to be published by 14 January 2027. The single planned lot has an estimated gross value of £1,400,000, in GBP. The anticipated contract period is 1 July 2027 to 31 March 2029, with a possible extension to 31 March 2032. The service is treated as a light-touch regime procurement and is above the relevant threshold. Renewal is anticipated.

This will suit organisations experienced in homelessness prevention, street outreach, supported accommodation pathways and intensive tenancy sustainment. Strong candidates are likely to understand Housing First and assertive, person-centred support for people with complex and multiple needs, including mental and physical health problems, substance misuse, offending histories and immigration issues. Relevant capability includes identifying people sleeping rough, safeguarding vulnerable adults, building engagement with people who may not manage conventional supported accommodation, and coordinating accommodation, health and benefits services. Providers should be prepared to work across outreach, housing and navigation functions and to help shape practical delivery models through the planned market engagement. The council has indicated that the lot is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist charities, social enterprises and partnership bids.

Notice Title

Rough Sleeping support services for Hammersmith and Fulham

Notice Description

Preventing and reducing rough sleeping remains a key priority for London Borough of Hammersmith and Fulham Council (the "Council"). Despite significant progress, a cohort of individuals continue to experience long-term or recurrent rough sleeping, often alongside complex needs such as mental ill health and physical health, substance misuse, offending histories, and immigration issues. The Street Outreach service identifies people sleeping rough in London Borough of Hammersmith and Fulham (LBHF) and provides direct support to individuals on the streets, supporting them towards off street accommodation where possible. This service is integral to safeguarding some of the most vulnerable members of our community. The Housing First model is internationally recognised as an effective intervention for rough sleepers or those with histories of rough sleeping, providing access to independent housing with no requirement for individuals to demonstrate 'housing readiness', alongside intensive wraparound support. It is intended for those with complex needs who are often not able to cope in a supported accommodation environment. Navigator services provide assertive support to rough sleepers with complex needs and individuals at imminent risk of rough, ensuring people sleeping rough or at imminent risk of rough sleeping can access accommodation pathways, health services, and benefits, and maintain interim housing. Hammersmith and Fulham is recommissioning these support-based services and seeking views from the market prior to undertaking a tender process.
