Summary of the contracting process

The University of Birmingham intends to procure and install an integrated Robotics and Autonomous Systems platform for delivery in Birmingham. The requirement combines a Connected and Automated Vehicles Lab, Outreach Interactive Experience, Mobile Robotics Lab, Mechatronic Design Lab, Introduction to Robotics Teaching Lab, Advanced Robotics Research Lab, Drone Lab and Aerospace Control Lab, supported by software and virtual or digital twin models. This is primarily a goods requirement involving industrial robots and software and information systems. The work must provide a coherent, integrated platform rather than separate equipment or disconnected standalone components. It is intended for the University’s facilities and activities in Birmingham, including teaching, research, outreach, autonomous vehicles, drones, aerospace control and robotics development.

This procurement is at the planning stage and currently concerns preliminary market engagement and an expression of interest, rather than an invitation to tender. The University expects the requirement to be completed between 1 October 2026 and 1 February 2027. The planned market-engagement milestone has a due date of 28 August 2026, which is the buyer’s expected date for interested parties to register and express interest, not a tender deadline. The process will be conducted outside the Procurement Act 2023 because the University is operating as a non-contracting authority. Businesses with experience integrating complex multi-disciplinary laboratory, teaching or research platforms should prepare evidence of comparable delivery and implementation capability before the procurement reaches the market.
