Summary of the contracting process

St Helens Council is seeking a suitably qualified contractor to replace or provide windows at Legh Vale Primary School. The requirement is classified as construction work and is for delivery at the school in St Helens. This is a building works opportunity for contractors able to undertake window-related works in a primary school setting. Participation is geographically restricted to businesses based in Merseyside, Greater Manchester, Lancashire or Cheshire. The council is the public-sector buyer and is seeking one contractor for the requirement. The work concerns the school premises rather than a wider programme of window replacement across multiple sites. Businesses whose core activities include construction, building refurbishment, window installation or associated school building works should assess the full specification and tender requirements before deciding whether to bid.

The procurement has reached tender: St Helens Council has invited offers through a below-threshold open competition, described as an open restricted tender for eligible businesses in the specified areas. Bids were to be submitted electronically by 7 September 2026 at 12:00. The contract is scheduled to run from 26 October 2026 to 20 November 2026. The estimated value is £50,000 excluding VAT, or £60,000 including VAT. There is one lot. Tenders will be evaluated on price and quality, weighted 65% and 35% respectively. The opportunity is below the relevant threshold. The tender permits electronic submission, and the council requires bidders to follow its tender instructions and submit a complete response by the stated deadline.

This opportunity suits construction contractors with the practical capability to deliver window works at a primary school within a short, defined contract period. The requirement is explicitly suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so smaller local firms and eligible community-focused organisations may compete. Businesses must be based in Merseyside, Greater Manchester, Lancashire or Cheshire to participate. Strong bidders are likely to be those with relevant experience of window installation, replacement or associated building works, and the capacity to complete work on a school site during the scheduled delivery period. Quality accounts for 35% of the assessment, making evidence of a sound delivery approach important alongside competitive pricing. The procurement is for works rather than ongoing consultancy or supply-only activity.
