Summary of the contracting process

Lancashire and South Cumbria NHS Foundation Trust is seeking a Soft Facilities Management (FM) service provider. The requirement covers an integrated range of support services intended to be high quality, responsive, resilient and value for money. The anticipated scope includes domestic services, cleaning, catering, laundry and linen, logistics, waste management, helpdesk provision and associated Soft FM management. This is a large, single-service requirement for an NHS foundation trust, rather than a purchase of goods or construction works. The buyer is based at Sceptre Point, Walton Summit, Preston, and the services are for the Trust’s operational estate across its Lancashire and South Cumbria area. Suppliers should assess whether they can manage multiple related FM functions under one service model.

The procurement reached tender: the buyer invited offers through an open procedure. It is a single-lot services contract with an estimated value of £350,000,000 excluding VAT, or £420,000,000 including VAT. Questions had to be submitted by 15 September 2026 at 18:00, and tenders by 24 September 2026 at 18:00. Electronic submission was allowed in English through the Atamis portal, using reference C465019. The contract is scheduled to run from 27 January 2027 to 27 January 2032, with an option for additional years and a maximum possible end date of 28 January 2036. The buyer expected to complete evaluation and award by 23 October 2026. Evaluation is 70% quality and 30% price, including mobilisation, operational delivery, workforce, assurance, sustainability, safety-critical services and presentation.

This opportunity suits an experienced Soft FM or integrated facilities management provider able to coordinate cleaning, domestic services, catering, laundry and linen, logistics, waste, helpdesk and management functions as one resilient operation. Relevant suppliers will need credible mobilisation and implementation planning, a practical service delivery model and strong operational management. The evaluation also favours organisations able to engage, develop and sustain their workforce; demonstrate quality assurance and continuous improvement; and deliver social value, sustainability and community benefits. Experience of mental health environments, secure settings and safety-critical services is particularly relevant. Providers should be prepared to demonstrate service resilience, responsive management and value for money at substantial organisational scale, alongside the capacity to support an NHS trust across a broad operational area.
