Summary of the contracting process

Lancashire and South Cumbria NHS Foundation Trust is seeking a Soft Facilities Management (FM) service provider. The requirement covers an integrated range of support services intended to be high quality, responsive, resilient and value for money. The anticipated scope includes domestic services, cleaning, catering, laundry and linen, logistics, waste management, helpdesk provision and associated Soft FM management. This is a large, single-service requirement for an NHS foundation trust, rather than a purchase of goods or construction works. The buyer is based at Sceptre Point, Walton Summit, Preston, and the services are for the Trust’s operational estate across its Lancashire and South Cumbria area. Suppliers should assess whether they can manage multiple related FM functions under one service model.

The procurement reached tender: the buyer invited offers through an open procedure. It is a single-lot services contract with an estimated value of £350,000,000 excluding VAT, or £420,000,000 including VAT. Experience of mental health environments, secure settings and safety-critical services is particularly relevant. Providers should be prepared to demonstrate service resilience, responsive management and value for money at substantial organisational scale, alongside the capacity to support an NHS trust across a broad operational area.
